REGARDING THE REGULATION ON THE LEVEL OF COLLECTION, COLLECTION SYSTEM, PAYMENT, MANAGEMENT AND USE OF THE FEE FOR USING NATIONAL HIGHWAY 1K ROAD
THE MINISTER OF FINANCE
Pursuant to Decree No. 57/2002/ND-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges;
Pursuant to Decree No. 24/2006/ND-CP dated March 6, 2006 of the Government amending and supplementing some articles of Decree No. 57/2002/ND-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges;
Pursuant to Decree No. 77/2003/ND-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
At the proposal of the Director of the Policy Department;
DECISION:
Article 1. Attached herewith is the Table of Collection Levels for the Fee for Using National Highway 1K Road.
Article 2. The objects subject to the collection of the fee for using National Highway 1K shall be implemented according to the provisions at Section III, Part I of Circular No. 90/2004/TT-BTC dated September 7, 2004 of the Ministry of Finance guiding the system of collection, payment, management, and use of the fee for using roads (hereinafter referred to as Circular 90/2004/TT-BTC).
Article 3. The fee for using National Highway 1K shall be collected, paid, managed, and used according to the regulations applicable to roads invested for business operations as stipulated at Section IV, Part II of Circular 90/2004/TT-BTC.
Article 4. The entity assigned by the Ministry of Transport to organize the collection of the fee for using National Highway 1K shall register, declare, collect, pay the fee, use the revenue collection vouchers, and fulfill the responsibilities of the collecting organization in accordance with the provisions of Part III of Circular 90/2004/TT-BTC.
Article 5. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 6. Organizations and individuals subject to the obligation to pay the fee, entities assigned by the Ministry of Transport to organize the collection of the fee for using National Highway 1K, and related agencies shall be responsible for implementing this Decision.

- The carrying capacity of each type of vehicle applying the above amount is the design carrying capacity.
- For the application of the fee level for container-carrying vehicles (including dedicated trailer units): Apply the fee level based on the design carrying capacity of the vehicle, regardless of whether it is loaded or not, including cases where the container-carrying vehicle has a carrying capacity less than the design carrying capacity, the fee level will still be applied based on the design carrying capacity./.
