Approval of the Plan to organize the implementation of the Kyoto Protocol under the United Nations Framework Convention on Climate Change for the period 2007-2010 with the main contents as follows:

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

CONSIDERING THE PROPOSAL OF THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT,

DECISION:

Article 1. Approving the Plan to organize the implementation of the Kyoto Protocol under the United Nations Framework Convention on Climate Change for the period 2007-2010 with the following main contents:

I. OBJECTIVES

1. Mobilizing all resources to contribute to the implementation of the national socio-economic development plan for the period 2007-2010 towards rapid, sustainable development, environmental protection, and the organization of the implementation of the United Nations Framework Convention on Climate Change (Climate Convention), the Kyoto Protocol under the United Nations Framework Convention on Climate Change (Kyoto Protocol), and the Clean Development Mechanism (CDM).

2. Fully utilizing the rights and benefits provided by the Climate Convention and the Kyoto Protocol for developing countries.

3. Attracting domestic and foreign investment in CDM projects, encouraging technological improvements, adopting advanced and clean technologies, and modern techniques.

4. Contributing to the management, exploitation, and rational, effective use of natural resources, protecting resources, the environment, climate, and reducing greenhouse gas emissions.

II. TASKS

1. Building and perfecting the legal framework, system of regulatory legal documents related to the Climate Convention, the Kyoto Protocol, and the CDM.

2. Promoting propaganda, raising awareness, training human resources, improving organizational structures, and strengthening material bases for implementing the Climate Convention, the Kyoto Protocol, and the CDM.

3. Strengthening basic investigations and scientific research activities to implement the Climate Convention, the Kyoto Protocol, and the CDM.

4. Enhancing effectiveness and promoting international cooperation on the Climate Convention, the Kyoto Protocol, and the CDM.

5. Developing and organizing activities to implement the Climate Convention, the Kyoto Protocol, and the CDM in various sectors to protect the environment and promote socio-economic development.

III. ACTION PLAN

The tasks, activities, lead agencies, coordinating agencies, and timeframes for the implementation of the Plan to organize the implementation of the Kyoto Protocol under the United Nations Framework Convention on Climate Change for the period 2007-2010 are specified in the attached list of items in this Decision.

Article 2. Implementation

1. The Ministry of Natural Resources and Environment is the lead agency for the Plan to organize the implementation of the Kyoto Protocol under the United Nations Framework Convention on Climate Change for the period 2007-2010, responsible for:

a) Directing, inspecting, urging the implementation of this Plan by ministries, sectors, and localities; serving as the national contact point with international organizations.

b) Leading and coordinating with the Ministries of Planning and Investment, Finance, and relevant ministries and sectors, People's Committees of provinces and centrally governed cities to integrate tasks and projects according to this Plan.

c) Coordinating with the Ministry of Finance and relevant agencies to develop financial regulations for the use of funds in this Plan, ensuring strict management in accordance with current regulations and effectiveness.

d) Reviewing and participating in reviewing specific projects.

đ) Reporting annually to the Prime Minister on the results of Plan implementation; promptly reporting to the Prime Minister any issues arising beyond the authority of the Ministry.

2. Ministries, ministerial-level agencies, and government agencies within their functions, tasks, and authorized powers shall be responsible for guiding and promoting awareness among units in their sectors regarding the implementation of the Kyoto Protocol and the CDM; promptly studying amendments, supplements, issuance, or submission to competent authorities for the issuance of mechanisms and policies within their management scope to implement the CDM; proactively integrating CDM activities into long-term, medium-term, and short-term development strategies, plans, and programs of their sectors; developing CDM projects for submission to competent authorities for approval and organizing the implementation of assigned tasks in this Plan.

3. Provincial People's Committees and centrally governed city People's Committees, following the guidance of the Ministry of Natural Resources and Environment and relevant ministries, shall be responsible for guiding and promoting awareness among agencies, organizations, and businesses under their management regarding the implementation of the Kyoto Protocol and the CDM; proactively integrating CDM activities into provincial development strategies, plans, and programs; directing and creating conditions for agencies, organizations, and businesses under their management to build CDM projects within their jurisdiction for submission to competent authorities for approval and organizing the implementation of tasks in this Plan.

4. Enterprises, organizations, and individuals engaged in production and business shall study equipment upgrades, apply high technology, and environmentally friendly technology to contribute to reducing greenhouse gas emissions, achieving sustainable socio-economic development, and preparing conditions to receive and implement CDM projects.

5. The funds for implementing the components at Section III of this Plan are included in the annual state budget estimates of ministries, sectors, and localities, in accordance with the State Budget Law.

Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 4. Ministers, heads of ministerial-level agencies, heads of government agencies; Chairpersons of provincial and centrally governed city People's Committees are responsible for enforcing this Decision./.
