CIRCULAR
REGULATIONS ON ECONOMIC AND TECHNICAL STANDARDS FOR THE TREATMENT OF OPIATE DRUG DEPENDENCY WITH METHADONE AT PUBLIC ENTERPRISE UNITS
Pursuant to the Law on Prices dated June 19, 2024;
Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering goods or services, or tendering for the provision of public products and services using state budget funds from regular expenditure;
Pursuant to Decree No. 95/2022/NĐ-CP dated November 15, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to the proposal of the Director of the HIV/AIDS Prevention and Control Department;
The Minister of Health issues this Circular to regulate economic and technical standards for the treatment of opiate drug dependency with methadone at public enterprise units.
Article 1. Scope of Regulation
This Circular stipulates on:
1. Methodology for establishing economic and technical standards for the treatment of opiate drug dependency with methadone at public enterprise units.
2. Economic and technical standards for the treatment of opiate drug dependency with methadone at public enterprise units fall within the purview of the Ministry of Health.
Article 2. Methodology for establishing economic and technical standards for the treatment of opiate drug dependency with methadone at public enterprise units
The methodology for establishing economic and technical standards for the treatment of opiate drug dependency with methadone at public enterprise units shall be implemented in accordance with Circular No. 41/2024/TT-BYT dated November 27, 2024 issued by the Minister of Health guiding the establishment of economic and technical standards for medical quarantine services and preventive healthcare services at public health facilities.
Article 3. Economic and technical standards for the treatment of opiate drug dependency with methadone at public enterprise units
This Circular promulgates 12 economic and technical standards for the treatment of opiate drug dependency with methadone at public enterprise units.
Article 4. Effective date
1. This Circular takes effect from February 10, 2025.
2. Abolish Circular No. 35/2014/TT-BYT dated November 13, 2014 issued by the Minister of Health regulating economic and technical standards serving as the basis for setting prices for treatment services for opiate drug dependency using substitute drugs from the date this Circular comes into force.
Article 5. Responsibilities for Implementation
Directors of the HIV/AIDS Prevention and Control Department; Heads of the Planning and Finance Department; Heads of units under and affiliated with the Ministry of Health; Directors of Provincial Health Departments; Heads of agencies, organizations, and individuals related to this matter are responsible for implementing this Circular.
During implementation, if there are difficulties or obstacles, please promptly report them to the Ministry of Health (HIV/AIDS Prevention and Control Department) for consideration and resolution.
