Decree No. 47/2025/NĐ-CP stipulates the functions, tasks, powers, and organizational structure of Vietnam Television (VTV).

DECREE

Regulations on functions, tasks, powers

and organizational structure of Vietnam Television

Pursuant to the Government Organization Law dated February 18, 2025;

At the proposal of the Minister of Information and Communications;

The Government promulgates this Decree stipulating the functions, tasks, powers and organizational structure of Vietnam Television.

Article 1. Position and Functions

Article 1. Vietnam Television is an agency under the Government, the national television station, the main multi-media communication agency, performing the function of providing information and propaganda on the Party's guidelines and the State's policies and laws; contributing to education, raising public awareness, and serving the spiritual life of the people through television programs, channels, and various forms of press and media.

Article 2. Vietnam Television has the abbreviated name in Vietnamese as THVN; the international trading name in English as Vietnam Television, abbreviated as VTV.

Article 3. Vietnam Television is subject to state management by the ministry responsible for state management of the press.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

Vietnam Television performs the tasks and powers prescribed in the Law on the Organization of the Government, the Government's regulations on agencies under the Government, and the following specific tasks and powers:

1. Drafting and submitting to the Government,

2. Studying and proposing the establishment and submission to the competent authority for the publication of national standards; issuing basic standards in accordance with the law.

3. Organizing production, transmission, broadcasting, distribution, and storage of television programs, online newspapers, printed newspapers in accordance with the law.

4. Participating in the development of strategies and plans for the development of networks of press, radio, and television facilities.

5. Deciding and being responsible for the content, programs, and daily broadcast duration on the channels of Vietnam Television in accordance with the law.

6. Directly managing the specialized technical systems of Vietnam Television for content production; transmitting signals over telecommunications infrastructure, broadband Internet; broadcasting via satellite, terrestrial, and cable television networks; providing on the Vietnam Television digital platform and other digital platforms domestic and foreign programs and channels in accordance with the law.

7. Providing external information in Vietnamese and foreign languages for overseas Vietnamese and foreigners through television programs and various forms of press and media.

8. Taking the lead and coordinating with local radio and television stations regarding plans for producing programs to be broadcast on Vietnam Television channels.

9. Managing and deciding on investment and construction projects within its jurisdiction in accordance with the law; participating in the appraisal of important projects and programs within its professional expertise.

10. Vietnam Television applies the mechanism of self-management and self-responsibility for the implementation of tasks, organizational structures, and number of employees; implementing financial mechanisms and salaries based on operational results like state-owned enterprises; operating without profit-making objectives.

11. Cooperating with relevant ministries and agencies to build and submit to the competent authority for issuance of the financial mechanism of Vietnam Television in accordance with the law.

12. Implementing the rights and responsibilities of the representative of the state capital invested in establishing and contributing to enterprises in accordance with the law.

13. Organizing research and application of scientific and technological progress, digital transformation in the activities of Vietnam Television; researching and building a digital television platform (online) applying information technology, digital technology, and digital transformation to promote audience participation and creativity in content.

14. Training and professional development in the field of television and media; international cooperation in other multi-media television fields in accordance with the law.

15. Deciding and directing the implementation of the administrative reform program of Vietnam Television according to the goals and content of the administrative reform program of the State already approved by the Government.

16. Managing the organizational structure, civil servants, and workers; deciding on appointment, reappointment, dismissal, rewards, and disciplinary actions; directing the implementation of salary systems and incentive policies, training, and professional development for civil servants and workers under its management in accordance with the law.

17. Managing and using the budget and state assets in accordance with the law.

18. Resolving complaints and denunciations within its jurisdiction; preventing and combating corruption and waste in accordance with the law.

19. Organizing service provision activities in accordance with the law.

21. Performing other tasks and powers as prescribed by law.

20. Technology and Broadcasting Transmission Center.

21. Advertising and Copyright Exploitation Center.

22. VTV Times.

Vietnam Television has permanent offices abroad established in accordance with the law.

Units specified in Clauses 1 to 4 of this Article are organizations assisting the General Director; the unit specified in Clause 5 of this Article is an organization assisting the General Director and producing programs; units specified in Clauses 6 to 18 of this Article and overseas resident agencies are program production organizations; the unit specified in Clause 19 of this Article is an organization producing and providing content on digital platforms; the unit specified in Clause 20 of this Article is a technology and broadcasting program organization; the unit specified in Clause 21 of this Article is a business and copyright exploitation organization; the unit specified in Clause 22 of this Article is a press agency, a public service entity directly under the Television Station. The General Director of Vietnam Television reports to seek the Prime Minister’s opinion on the establishment, dissolution, and organizational arrangement of other units within their authority as prescribed by law and submits to the Prime Minister for issuance of a list of other public service entities directly under Vietnam Television.the Prime Minister Government. right in accordance with the provisions of the law and submit to the Prime Minister for issuance of the list list.
The Program Department shall be organized with no more than 10 departments; the Office shall be organized with no more than 08 departments. not exceeding eight departments.

Article 4. Leadership

1. Vietnam Television has a General Director and no more than 04 Deputy General Directors.

4. The General Director appoints, dismisses, and removes from office the heads and deputy heads of subordinate units, and defines the functions, tasks, powers, organizational structure, and working relationships of these units.

Article 5. Transitional Provisions

Vietnam Television continues to implement the financial mechanism as a business according to current regulations until the Government issues a Decree on the financial mechanism of Vietnam Television.

Article 6. Effectiveness

1. This Decree shall take effect from March 1, 2025.

2. This Decree replaces Decree No. 60/2022/NĐ-CP dated September 8, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of Vietnam Television.

Article 7. Responsibility for Implementation

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the Central Government shall be responsible for implementing this Decree.
