CIRCULAR

Regulations on periodic reporting within the scope of state management
of the Ministry of Science and Technology

Pursuant to Decree No. 55/2025/NĐ-CP dated March 2, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

Pursuant to Decree No.09/2019/NĐ-CPdated January 24, 2019 of the Government stipulating the reporting system for administrative agencies;

At the proposal of the Director of the Office of the Ministry of Science and Technology;

The Minister of Science and Technology issues this Circular stipulating the periodic reporting system within the scope of state management of the Ministry of Science and Technology.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

1. This Circular provides for:

a) The periodic reporting system within the scope of state management of the Ministry of Science and Technology;

b) Management, utilization, and exploitation of the Information Reporting System of the Ministry of Science and Technology.

2. This Circular does not regulate:

a) Statistical reporting systems implemented in accordance with laws on statistics;

b) Confidential reporting systems regulated by laws on national security secrets;

c) Reporting systems within internal units of the Ministry of Science and Technology.

Article 2. Applicability

This Circular applies to the following subjects:

1. Ministries, ministerial-level agencies, and agencies under the Government.

2. Provincial People's Committees.

3. Units under the Ministry of Science and Technology.

4. Departments of Science and Technology, other specialized agencies under Provincial People's Committees.

5. Political-social organizations; occupational political-social organizations.

6. Hanoi National University, Ho Chi Minh City National University.

7. Telecommunication service providers (organizations, enterprises allocated telecommunication codes and numbers, enterprises leasing telecommunication subscriber numbers; providing data center services; cloud computing services).

8. Organizations and enterprises granted Frequency Band Usage Licenses.

9. Organizations providing public digital signature certification services.

10. Vietnam Post Corporation, Posts of provinces and centrally governed cities.

11. Enterprises supplying universal postal services; Branches of enterprises supplying universal postal services in provinces and centrally governed cities.

12. Other agencies and organizations related as prescribed by law.

Article 3. Explanation of Terms

In this Circular, the following terms shall be understood as follows:

1. Periodic reporting system means the reporting system stipulated in normative legal documents within the scope of state management of the Ministry of Science and Technology, comprising specific requirements for implementing reports issued to meet the information consolidation needs of agencies and authorized persons and carried out according to a defined cycle, repeated multiple times.

2. The Information Reporting System of the Ministry of Science and Technology (hereinafter referred to as the Information Reporting System) is an information system collecting, consolidating, analyzing report data, and providing data to serve the guidance and management work of the Ministry of Science and Technology and providing data upon request of agencies and authorized persons.

3. User account means the account created by the system administrator for leaders, civil servants, and officials to use and exploit the Information Reporting System.

4. Opening a reporting period means the operation on the Information Reporting System performed by the system administrator to activate the reporting period according to the cycle, allowing agencies and units to enter data, approve, and submit reports.

Article 4. Principles and General Requirements for Implementing Regular Reporting Systems

1. The issuance and implementation of reporting systems within the scope of management under the Ministry of Science and Technology shall be carried out in accordance with the provisions of Decree No. 09/2019/NĐ-CP dated January 24, 2019 of the Government on the reporting system of administrative agencies (hereinafter referred to as Decree No. 09/2019/NĐ-CP), relevant laws, and the provisions of this Circular.

2. Ensure clarity, transparency, provision, and sharing of reporting information and data, security, safety, and confidentiality in accordance with the law; ensure the applicability of information technology to meet the requirements of the National Reporting Information System.

3. During each reporting period, the reported data must be promptly, fully, and accurately updated into the Reporting Information System at the specified time for closing the data, within the deadline for submitting reports, and in accordance with other reporting regulations of the Ministry of Science and Technology.

Chapter II

REGULATIONS ON THE REGULAR REPORTING SYSTEM

Article 5. Reporting Systems

1. Reporting systems for fields under the scope of management of the Ministry of Science and Technology include:

a) Reporting system for science and technology activities;

b) Reporting system for innovation;

c) Reporting system for postal and telecommunications;

d) Reporting system for digital transformation;

đ) Reporting system for intellectual property;

e) Reporting system for standards, measurement, and quality;

g) Reporting system for atomic energy;

h) Reporting system for management units/departments of the Ministry;

i) Reporting system for enterprises.

2. Work reports on fields under the scope of management of the Ministry of Science and Technology shall be submitted monthly, quarterly, semi-annually, annually, and for the upcoming month, quarter, last six months of the year, and the following year, including directions and key tasks.

3. Ad hoc reports and thematic reports shall be implemented in accordance with the provisions of Decree No. 09/2019/NĐ-CP.

Article 6. Provisions on Regular Reporting Systems

1. The content of regular reporting systems shall be implemented in accordance with the provisions of Articles 7, 8, 11, and 12 of Decree No. 09/2019/NĐ-CP and the provisions of this Circular.

2. The subjects responsible for regular reporting shall be specifically defined in each Reporting Outline Form prescribed in Appendix I and Appendix II attached to this Circular.

3. The receiving agency for regular reports shall be specifically defined in each Reporting Outline Form and Report Form prescribed in Appendix I and Appendix II attached to this Circular and shall have the responsibility to:

a) Check, compile information and data from received reports, approve, and report to the competent authority;

b) Return and request the sending agency to adjust and supplement reports that do not ensure completeness and accuracy.

4. Methods for submitting and receiving regular reports: Reports shall be sent to the receiving agency or unit through one of the following methods:

a) Through the Ministry of Science and Technology's Reporting Information System;

b) In case of technical issues with the Reporting Information System that prevent submission and receipt of reports within the prescribed timeframe, submission and receipt of reports shall be conducted via electronic documents through the National and Local Document Interconnection Trunk or other methods as stipulated by law.

5. Deadline for submitting regular reports:

a) Monthly report: Before the 15th day of the reporting month;

b) Quarterly report: Before the 15th day of the last month of the reporting quarter;

c) Semi-annual report: Before June 15 of the reporting year;

d) Annual report: Before December 15 of the reporting year;

đ) Other regular reports: To be implemented according to the relevant legal normative documents.

6. Time for closing report data:

The time for closing report data shall be carried out in accordance with the provisions of Clauses 1, 2, 3, and 4 of Article 12 of Decree No. 09/2019/NĐ-CP.

7. Frequency of regular reporting:

a) Monthly report: Once per month (months: 1, 2, 4, 5, 7, 8, 10, and 11);

b) Quarterly report: Once per quarter (quarterly report I replaces the March monthly report; quarterly report III replaces the September monthly report);

c) Semi-annual report: Once per year (semi-annual report replaces the June monthly report and the second quarter report);

d) Annual report: Once per year (annual report replaces the December monthly report and the fourth quarter report).

8. Outline Forms and Data Tables for Regular Reports: The outline forms for reports and data tables (if any) are prescribed in Appendix I and Appendix II attached to this Circular.

Article 7. Requirements for the agency implementing the report

The agency implementing the report shall be responsible for:

1. Collecting, summarizing, updating information and data for the report to ensure completeness, accuracy, and timely submission as required.

2. Promptly adjusting and supplementing information and data according to requirements when the receiving agency returns the report on the System.

Article 8. Requirements for the agency receiving the report

1. Agencies and units under the Ministry shall receive periodic reports from agencies and organizations with responsibility for reviewing, analyzing, and summarizing them and sending them to the Ministry of Science and Technology (Ministry Office).

2. Provincial Departments of Science and Technology shall receive periodic reports from agencies, organizations, and individuals with responsibility for reviewing, analyzing, and summarizing them and sending them to the Ministry of Science and Technology (agencies and units under the Ministry or the Ministry Office).

3. The Ministry Office shall review, analyze, and summarize the reports to report to the Ministry Leadership: no later than the 20th day of the month/quarter-end for monthly, quarterly, six-monthly, and annual periodic reports.

4. The deadline for the Ministry to submit periodic reports to the Government and the Prime Minister is no later than the 25th day of the month, quarter, six months, and year of the report.

Chapter III

MANAGEMENT, USE, AND EXPLOITATION OF THE MINISTRY OF SCIENCE AND TECHNOLOGY REPORTING INFORMATION SYSTEM 

Article 9. Reporting Information System

1. The reporting information system of the Ministry of Science and Technology is established, operated, exploited, and maintained at the Ministry of Science and Technology to connect, interlink, and share data with the Government's reporting information system through the national integrated data sharing platform and related agencies and organizations.

2. The reporting information system of the Ministry of Science and Technology has functions that fully meet the requirements stipulated in Decree No. 09/2019/ND-CP.

3. The reporting information system of the Ministry of Science and Technology receives, summarizes, and manages reports from ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees, provincial Departments of Science and Technology, and other agencies and organizations implementing the reporting system sent to the Ministry of Science and Technology as prescribed in Appendix I attached to this Circular.

Article 10. Management, Use, and Exploitation Accounts for the Reporting Information System of Agencies, Organizations, and Individuals

1. Each agency or organization using the reporting information system shall be granted one account for access and use, appropriate to the role of the agency or organization in using the reporting information system.

2. The Ministry Office shall be responsible for accepting accounts granted for opening reporting periods; receiving and summarizing data from agencies implementing the reporting system as prescribed in Clause 4 of Article 9 of this Circular. The Ministry Office shall be responsible for:

a) Accepting one management account for the reporting information system to perform new account issuance, revocation, permission assignment, and password reset for users in agencies and units implementing the reporting system;

b) Organizing connection, integration, and synchronization of reporting data and common data categories of the software with other information systems and performing other technical tasks to maintain the operation of the reporting information system;

c) Promptly addressing issues when discovering or being notified by agencies, units, organizations, or individuals about errors or technical incidents in the reporting information system; in cases where technical incidents cannot be promptly resolved, must notify on the reporting information system or in writing about the temporary suspension of part or all of the reporting implementation on the reporting information system;

d) Implementing technical solutions to ensure stable operation of the reporting information system; maintenance, incident handling, and ensuring information security; proposing necessary technical solutions to enhance infrastructure performance.

3. Provincial Departments of Science and Technology under central cities; agencies and units under the Ministry of Science and Technology; related agencies and organizations shall be granted three types of user accounts, including:

a) An account type for leaders of agencies, units, and organizations to approve reporting forms for specialized departments within the agencies, units, and organizations;

b) An account type for departmental-level leaders within agencies, units, and organizations to check reporting forms compiled by subordinates (specialists) before submitting them for approval by the leadership of the agencies, units, and organizations on the reporting information system;

c) An account type for specialists compiling and updating reporting data.

4. Agencies implementing the reporting system as prescribed in Clause 1 of this Article must use digital certificates issued by organizations providing digital signature certification services as stipulated in Decree No. 23/2025/ND-CP to sign reports and data sent on the reporting information system; permission assignment and user account management shall be carried out by the Ministry of Science and Technology as prescribed.

5. Relevant officials, civil servants, employees, and individuals shall register and use accounts granted by the Ministry of Science and Technology on the reporting information system; manage accounts and passwords in accordance with regulations.

Article 11. Requirements for Implementing the Reporting Information System

1. Connect and update data regularly, integrate information systems and databases of the Ministry of Science and Technology with the Government's Reporting Information System through the national document transmission network; implement digital signatures and bear responsibility for the accuracy, completeness, and timeliness of reported information.

2. The application of the Reporting Information System must comply with legal regulations on reporting, ensure information security and safety, and be consistent with the reporting regime stipulated in this Circular.

3. The reporting forms applied on the System are those issued together with this Circular, established, uniformly managed, and implemented by the Ministry of Science and Technology.

4. Data reported on the Reporting Information System, when approved and sent by the account of the agency, unit, or organization’s leadership, constitutes an official report, replacing the written report of the agency, unit, or organization.

Chapter IV

Article 12. Effective Date

1. This Circular takes effect from February 15, 2026.

2. The following Circulars shall cease to be effective from the date this Circular comes into force:

a) Circular No. 13/2021/TT-BKHCN dated December 30, 2021, issued by the Minister of Science and Technology, which stipulates the periodic reporting regime within the scope of state management of the Ministry of Science and Technology;

b) Circular No. 02/2023/TT-BTTTT dated March 21, 2023, issued by the Minister of Information and Communications, which stipulates the periodic reporting regime within the scope of state management of the Ministry of Information and Communications.

Article 13. Responsibility for Implementation

1. Agencies and units under the Ministry of Science and Technology shall have the responsibility to:

a) Review periodic reporting regimes to propose competent authorities to amend, supplement, replace, or abolish them in accordance with the provisions of this Circular;

b) Publicize the list of periodic reporting regimes prescribed in normative legal documents assigned to draft according to the provisions of this Circular;

c) Promote the application of information technology in implementing the reporting regime, sharing, and providing information and data reports of their agencies or units when requested by other agencies or units in accordance with the law; not to share or provide information or data that belong to the State secrets list or are subject to restricted sharing as stipulated by laws on protecting State secrets and laws on data;

d) Input data (for data directly managed by the unit); compile reports from agencies responsible for reporting, submit them to the Ministry of Science and Technology's leadership (through the Ministry Office) to send reports to the Government and the Prime Minister.

2. The Ministry Office shall have the responsibility to:

a) Coordinate with relevant agencies and units under the Ministry to guide, urge, inspect, supervise, and evaluate the implementation of this Circular;

b) Serve as the focal point to coordinate with units under the Government Office and related state management agencies in receiving and organizing the implementation of the periodic reporting regime when there are amendments or supplements related to the implementation of the periodic reporting regime of administrative agencies under the Ministry of Science and Technology's functional management; aggregate, process, and analyze information and reports of agencies and units as prescribed in this Circular;

c) Develop operational regulations, exploitation, and usage of the Reporting Information System; guidance materials and organize training on exploiting and using the System; allocate operational permissions, exploitation, and usage of the Reporting Information System;

d) Manage, store, and share information reports of sectors and fields under the Ministry of Science and Technology's functional management to serve the direction and operation of the Minister of Science and Technology and provincial People's Committees regarding science and technology fields in accordance with the law;

đ) Organize reviews and evaluations of regulations on the implementation of the reporting regime within the scope of the Ministry of Science and Technology's management authority to amend, supplement, or propose amendments and supplements to be consistent with the Ministry of Science and Technology's management scope, meeting the principles and requirements of Decree No. 09/2019/NĐ-CP and the provisions of this Circular;

e) Regularly review and evaluate management requirements and business needs to propose adjustments to the operational regulations, functions, and business requirements of the Reporting Information System;

g) Lead the development and upgrade plan for the Ministry of Science and Technology's Reporting Information System; coordinate with specialized units to implement upgrade activities according to the plan approved by the competent authority;

h) Annually or upon urgent request, conduct guidance and organize training sessions for subjects as stipulated in Article 2 of this Circular.

3. Agencies and organizations implementing the reporting regime shall have the responsibility to:

a) Strictly, fully, and timely implement all reporting regimes according to procedures and deadlines. Reported information and data must be accurate, objective, truthful, reflecting reality;

b) Assign specialized units under the agency or unit to implement reporting appropriately for each reporting regime. Assign competent officials, civil servants, or employees with appropriate expertise to handle reporting tasks;

c) Immediately notify the Ministry of Science and Technology (Ministry Office) after discovering any errors or technical issues in the System that affect its operations or information security and safety.

Article 14. Implementation Organization

1. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairpersons of Provincial People's Committees, and related organizations and individuals shall be responsible for implementing this Circular.

2. Heads of agencies and units under the Ministry of Science and Technology: the Ministry Office, Departments, Bureaus, National Standardization, Metrology, and Quality Control Committee, and other units directly under the Ministry of Science and Technology shall be responsible for implementing this Circular.

3. In the course of implementation, if any difficulties arise, related agencies, units, organizations, and individuals are advised to promptly reflect in writing to the Ministry of Science and Technology for timely amendment and supplementation to ensure compliance./.
