CIRCULAR

JOINT CIRCULAR NO. 47/TT-LB DATED OCTOBER 28, 1988

REGULATING THE SUBSIDY FOR PURCHASING WRITING PAPER

FOR STUDENTS IN ALL LEVELS OF GENERAL EDUCATION

To alleviate some difficulties for students currently studying at general education schools at all levels, following the State's decision to adjust the retail price of writing paper, the Ministry of Finance and the Ministry of Education have established the subsidy system for purchasing writing paper for students under social policy programs and those from financially struggling families who cannot afford to purchase sufficient writing paper as follows:

I- GENERAL PRINCIPLES:

1. The subsidy for purchasing writing paper must ensure fairness, adequacy, correct target groups, and timeliness to assist eligible students in purchasing sufficient quantities of writing paper according to the retail trade prices.

2. The writing paper subsidy will be distributed twice per academic year at the beginning of each semester. Schools shall implement budget planning and settlement regarding the writing paper subsidy for students according to the current financial management regulations.

3. The writing paper subsidy funds may not be used for other school expenses.

II. ELIGIBLE GROUPS AND SUBSIDY AMOUNTS FOR PURCHASING WRITING PAPER:

1. Eligible recipients:

Students currently enrolled in general education schools at all levels are entitled to the subsidy for purchasing writing paper and notebooks for study purposes, including:

- Children of martyrs,

- Students whose parents are severely wounded or sick veterans (categories 1 and 2),

- Orphans without support,

- Ethnic minority students living in highland mountainous and island regions,

- Children of families participating in new economic zones supported by the State,

- Other children from large families with multiple members attending general education schools experiencing genuine financial hardship, confirmed by the People's Committee of communes or wards, or relevant agencies, enterprises, units (military forces), or schools.

2. Subsidy amounts for purchasing writing paper:

a) The basis for determining the subsidy amount is the quantity of paper and notebooks sold annually to general education students by the trade sector (for the 1988-1989 academic year, as specified in Circular No. 1138-NTCS dated July 20, 1987 of the Ministry of Internal Trade) and the retail price of paper and notebooks as decided by the Ministry of Internal Trade (for the 1988-1989 academic year, implemented according to Decision No. 104-NT/QĐI dated August 8, 1988 of the Ministry of Internal Trade).

b) The subsidy amounts are stipulated for each educational level as follows:

- Each primary school student belonging to the group mentioned in point 1, part II above shall receive a subsidy equivalent to 50% of the retail trade price for paper and notebooks.

- Each secondary school student belonging to the group mentioned in point 1, part II above shall receive a subsidy equivalent to 30% of the retail trade price for paper and notebooks.

III. IMPLEMENTATION:

1. Based on the provisions set out in parts I and II above, general education schools at all levels need to promptly organize the review and compilation of lists of eligible students for subsidies for paper and notebooks, to be submitted to the district, county, or town education departments for consolidation and submission to the finance authorities at the same level as the basis for reviewing and disbursing subsidy funds.

2. District, county, or town finance departments shall allocate the approved budget for paper and notebook subsidies fully and promptly to schools (if the school has its own account) or through the district, county, or town education department (for schools without separate accounts) to facilitate students having sufficient funds to purchase paper and notebooks for their studies.

3. The writing paper and notebook subsidy shall be balanced in the local budget and recorded under category 11, sub-item 02, items 1 and 2, section 90 of the current budget classification.

IV. IMPLEMENTATION PROVISIONS:

This circular takes effect from the second semester of the 1988-1989 academic year. During implementation, if there are any difficulties or obstacles, localities are requested to report them promptly to the joint ministries for research and resolution.
