Directive No. 47-TTg on matters to be addressed to implement the Government's Action Program

DIRECTIVE

ON MATTERS TO BE IMPLEMENTED IN ORDER TO PUT INTO EFFECT THE ACTION PROGRAM OF THE GOVERNMENT

At its first session on October 16 and 17, 1992, the Government discussed measures to implement the Action Program of the Government which was submitted to the National Assembly, Ninth Session, First Meeting by the Prime Minister. In order to strictly implement the Government's decision, the Prime Minister issues this Directive to the ministers, heads of ministerial-level agencies, government agencies, and chairpersons of provincial and municipal People's Committees under central jurisdiction to immediately carry out the following tasks:

1. Organize research for leading cadres and staff under ministries, committees... to thoroughly understand the content of the Action Program of the Government submitted to the National Assembly, Ninth Session, First Meeting by the Prime Minister. On this basis, each ministry, ministerial-level agency, government agency, provincial and municipal People's Committee under central jurisdiction shall develop their own Action Programs to be implemented within their respective ministries, sectors, localities, etc. These programs must identify actions to be taken over the long term, those that need to be concentrated and urgently resolved until the end of 1992 and the first quarter of 1993. They should start from the specific situation of the ministry, sector, or locality to determine key tasks; however, at all levels, efforts must be focused on promptly rectifying organizational structures, adjusting staffing, changing work regulations to align with the new Law on the Organization of the Government, enhancing the effectiveness of the administrative apparatus, and combating corruption and purifying the apparatus; in the immediate term, measures to implement Directive No. 40-TTg dated October 29, 1992 on reforming working relations between heads of administrative bodies at all levels must be discussed.

By November 30, 1992, the Action Programs of ministries, ministerial-level agencies, and government agencies must be submitted to the Prime Minister; the Action Programs of provincial and municipal People's Committees under central jurisdiction must be sent to the Prime Minister and the People's Councils at the same level for review and supervision of implementation.

2. Along with developing the Action Programs of ministries, sectors, committees, etc., each ministry, ministerial-level agency, government agency, and provincial and municipal People's Committee under central jurisdiction must direct subordinate agencies, units, and People's Committees at lower levels to develop their own Action Programs.

The Action Programs of subordinate agencies and units under ministries and committees must be submitted to the ministries and committees... and the Board of Directors (if the unit has such an organization) or reported to the workers' and staff congresses for supervision of implementation; the Action Programs of People's Committees at lower levels than the provincial and municipal levels must be sent to the higher-level People's Committees and the People's Councils at the same level for supervision of implementation.

To ensure the effective development and implementation of the Action Program of the Government and to avoid formalism, where ministries, sectors, and localities have not yet developed Action Programs to implement Resolution of the Central Committee 3, they should incorporate the content of the Action Program of the Government into their existing programs. Where Action Programs have already been developed according to Resolution of the Central Committee 3, they should be reviewed and supplemented with necessary content to effectively implement the Action Program of the Government.

The above are the immediate tasks to be carried out to implement the Action Program of the Government. During implementation, if difficulties arise or issues need to be addressed, the relevant agencies should report to the Prime Minister for consideration.
