Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Government Decree No. 15/CP dated March 2, 1993 on the tasks, powers, and responsibilities of state management of ministries and ministerial-level agencies;
Pursuant to Decree No. 90/CP dated November 24, 1993 of the Government stipulating the framework structure of the national education system, the system of educational certificates and qualifications in the Socialist Republic of Vietnam;
Considering the proposal of the Minister of Education and Training in Circular No. 879/KHTC dated February 14, 1996,
DECISION:
Article 1. - Upgrade the Central Kindergarten-Primary Teacher Training Secondary School II to the Central Kindergarten-Primary Teacher Training College II.
Article 2. - The Central Kindergarten-Primary Teacher Training College II shall have the mission of training and developing cadres at the college level, conducting scientific research to serve the requirements for socio-economic development.
Article 3. - The Central Kindergarten-Primary Teacher Training College II, under the Ministry of Education and Training, shall enjoy policies and regulations issued by the State for universities and colleges.
Article 4. - This Decision takes effect from the date of signing.
Article 5. - The Minister of Education and Training, ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, chairpersons of provincial and municipal people's committees directly under the central government are responsible for implementing this Decision.
