DECISION OF THE PRIME MINISTER
On the establishment of the Special Economic Zone Research Group in Vietnam

 

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

To organize the research on special economic zones in Vietnam;

 

DECISION:

Article 1. The Special Economic Zone Research Group in Vietnam shall be established under the leadership of Deputy Prime Minister Ngo Xuan Loc, with Le Xuan Trinh, Director General of the Vietnam National Industrial Park Management Board, serving as the permanent representative, and members including representatives from the Ministry of Planning and Investment, the Ministry of Finance, and the General Department of Customs. The Special Economic Zone Research Group shall invite a leader from the Central Economic Commission to participate as a member of the Group and relevant sectors to join the research when deemed necessary.

Article 2. The Special Economic Zone Research Group shall have the task of researching the necessity of forming special economic zones in Vietnam; the organizational model and policies applicable to special economic zones; identifying certain localities that meet the conditions for forming special economic zones.

The proposal for special economic zones needs to be urgently prepared to be submitted to the Government for initial review at the beginning of April 1998.

Article 3. Supporting the Special Economic Zone Research Group shall be a staff from the Vietnam National Industrial Park Management Board and some economic and legal experts from ministries and sectors invited by the permanent representative of the Special Economic Zone Research Group to participate.

Article 4. The Ministry of Planning and Investment, the Ministry of Foreign Affairs, and the Ministry of Finance shall allocate domestic funds for the Research Group to carry out its tasks; simultaneously, efforts shall be made to secure cooperation projects with foreign countries to facilitate the Research Group's study of international experiences in developing special economic zones.

Article 5. This Decision takes effect from the date of issuance.

The Special Economic Zone Research Group in Vietnam, the Ministers, heads of related agencies shall be responsible for implementing this Decision./.
