Regarding the establishment of Haiphong University of Education
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decree No. 15/CP dated March 2, 1993 on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
Considering the proposal of the Chairman Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).In response to the report No. 02/Ttr-UB dated January 26, 2000, submitted by the People's Committee of Haiphong City, and the proposal of the Minister of Education and Training in Circular No. 737/TCCB dated January 28, 2000;

Article 1. Haiphong University of Education shall be established based on Haiphong College of Education, Haiphong Open University, Haiphong Institute for Management and Teacher Training, and Haiphong Foreign Language Center.
Article 2. Haiphong University of Education is an educational institution directly under the People's Committee of Haiphong City and subject to the State management of education and training by the Ministry of Education and Training. The University has its own legal personality, seal, and separate bank account. Its headquarters is located in Haiphong City.
Article 3. Haiphong University of Education is tasked with training university-level and lower teachers; conducting pedagogical scientific research and related fields.
Article 4. The People's Committee of Haiphong City is responsible for drafting the organizational and operational regulations of Haiphong University of Education and submitting them to the Minister of Education and Training for approval.
Article 5. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 6. The Minister of Education and Training, the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, the Chairman of the People's Committee of Haiphong City, and Chairmen of People's Committees of provinces and centrally-administered cities are responsible for implementing this Decision.
