RESOLUTION
Regarding the approval of the "Agreement between the Socialist Republic of Vietnam and the United States of America on Trade Relations"

THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM
Pursuant to Article 84 of the Constitution of the Socialist Republic of Vietnam in 1992;
At the proposal of the President of the Socialist Republic of Vietnam;
After considering the report of the Government, the report of the Foreign Affairs Committee, and the opinions of National Assembly deputies regarding the approval of the "Agreement between the Socialist Republic of Vietnam and the United States of America on Trade Relations".
RESOLUTION:
1. Approve the "Agreement between the Socialist Republic of Vietnam and the United States of America on Trade Relations".
2. The Socialist Republic of Vietnam shall establish and develop economic and trade relations with the United States of America based on the principles of respecting independence and sovereignty, non-interference in internal affairs, equality and mutual benefit, without any conditions attached.
The Agreement between the Socialist Republic of Vietnam and the United States of America on Trade Relations meets the aspirations and interests of the people of both countries, opening up a new phase in economic and trade relations between Vietnam and the United States. Any actions contrary to these principles will harm the development of bilateral cooperation, including the implementation of the Agreement.
3. State agencies shall disseminate to cadres at all levels and the people the significance of the Agreement, its advantages and difficulties, strive to mobilize internal resources, patriotic traditions, national cultural identity, take advantage of opportunities and favorable conditions, overcome difficulties and challenges during the implementation of the Agreement to achieve the goals of socio-economic development, industrialization, modernization of the country, maintain independence and sovereignty, and the socialist orientation.
4. The Standing Committee of the National Assembly, the Government, and judicial organs shall promptly develop specific and synchronized action programs, carry out amendments and supplements to regulatory legal documents according to the schedule of the Agreement, strengthen the judicial system, improve mechanisms and policies, train human resources, create a favorable environment for business operations. Enterprises of all economic sectors need to understand the provisions of the Agreement, strive to expand markets, improve production and trade quality and efficiency, competitiveness of goods and services. All strata of the people across the country and enterprises should enhance the internal strength of the national economy.
5. The Socialist Republic of Vietnam reaffirms its independent, autonomous foreign policy, openness, diversification, multilateralization, proactive integration into regional and international economies, ready to develop equal and mutually beneficial cooperation with all countries in the world for peace and development.
6. The Government shall complete diplomatic procedures for the approval of the Agreement; issue guiding documents and organize the implementation of the Agreement, timely report to the National Assembly for appropriate decisions when new factors arise during the implementation of the Agreement.
This Resolution was adopted by the Tenth Session of the Tenth National Assembly of the Socialist Republic of Vietnam on November 28, 2001.
