THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Government Decree No. 73/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 1895/1997/QĐ-BHYT dated September 19, 1997 of the Minister of Health on the hospital regulations; Circular No. 1329-YT/TCCB dated February 28, 2003 of the Minister of Health on hospital ranking;
Upon the proposal of the Director of Region I Hospital, the Director of the Labor Medical Center, and the Director of the Personnel Department;

Article 1. Rank II and rename Region I Hospital as Agricultural Hospital.
The Agricultural Hospital is a public health institution under the Ministry of Agriculture and Rural Development, authorized to use its own seal and open a separate account at the Treasury according to current State regulations.
The headquarters of the Agricultural Hospital is located in Ngo Ho Commune, Thanh Tri District, Hanoi City.
Article 2. The functions, tasks, and organizational structure of the Agricultural Hospital shall be in accordance with the hospital regulations of the Ministry of Health, specifically as follows:
2.1/-Tasks of the Agricultural Hospital:
- Implement primary healthcare services, medical examinations, and treatments for civil servants, employees, students, and trainees of agencies and units under the Ministry of Agriculture and Rural Development in the Northern region, serving as the upper level of hospitals under the Ministry of Agriculture and Rural Development;
- Participate in research and implementation of occupational disease treatment and work-related injuries within the sector;
- Provide specialized trauma care services for emergency and traffic accident treatment along National Highway 1A in the Southern part of Hanoi City according to the regulations of the Ministry of Health;
- Examine and treat patients with health insurance, residents around the hospital, and gradually implement socialized healthcare.
2.2/-Organizational Structure of the Agricultural Hospital
- The Hospital has a Director appointed and relieved from duty by the Minister of Agriculture and Rural Development according to current regulations;
- Planning and General Affairs Department (including medical supplies and equipment);
- Administrative and Organizational Department;
- Finance and Accounting Department;
- Nursing and Infection Control Department;
- Outpatient Department;
- Emergency and Intensive Care Department;
- Internal Medicine Department;
- Pediatrics Department;
- Infectious Diseases Department;
- Obstetrics and Gynecology Department;
- Diagnostic Department (including laboratory tests, pathology, and imaging);
- Traditional Medicine Department;
- Multidisciplinary Department;
- Occupational Health and Rehabilitation Department;
- Pharmacy Department
2.3/-Assign to the Director of the Agricultural Hospital:
- To define the tasks, organizational structure, and staffing for each subordinate unit and implement them;
- To develop and implement operational regulations for the hospital;
- To appoint and relieve from duty heads of departments and deputy heads of departments according to the standards for a Class II hospital and the current delegation of authority by the Ministry.
Article 3. This Decision shall take effect fifteen days from the date of signature.
Article 4. The Head of the Office, the Director of the Personnel Department, the Heads of relevant agencies and units under the Ministry, and the Director of the Agricultural Hospital are responsible for implementing this decision./.
