Article 1Now hereby issuing these Guidelines for Applying Standard TCVN 4470 - 1995 General Hospital Design Requirements along with this decision.
Article 2Directors of Health Services of provinces and centrally governed cities, investors, shall base themselves on the Guidelines for Applying Standard TCVN 4470 - 1995 General Hospital Design Requirements when constructing new hospitals or applying them to renovate old hospitals that have deteriorated. When implementing, they should consult the opinions of experts in the field of construction according to specific circumstances.
Article 3.The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 4The Heads of the Office, Directors of Departments of Medical Equipment and Health Facilities, Financial Planning and Treatment, and other relevant departments of the Ministry of Health; Directors of Health Services of provinces and centrally governed cities are responsible for enforcing this decision./.

GUIDELINES FOR APPLYING TCVN 4470 - 95 GENERAL HOSPITAL DESIGN REQUIREMENTS

In the process of industrialization and modernization of the country, given the current situation and requirements for developing health care work for the people, especially the application of new medical technology, it is imperative to ensure technical infrastructure compatible and synchronized with modern equipment, as well as to guarantee working environments for healthcare staff. Additionally, the pace of renovation and construction of general hospitals at all levels is being carried out across the entire nation. Standard 4470 - 95, which was issued in 1987 and revised in 1995, has now become outdated. To assist investment management agencies, investors, and design consulting units in the healthcare sector, the Ministry of Health issues these guidelines for applying and detailing TCVN4470 - 95:
I. GENERAL PROVISIONS
Healthcare facilities providing medical services are classified into the following tiers:
1.1. Tier 1: Community Health Stations, Regional Multi-Specialty Clinics.
1.2. Tier 2: District General Hospitals.
1.3. Tier 3: Regional General Hospitals, Provincial General Hospitals, Specialized Hospitals.
1.4. Tier 4: Central General Hospitals, Specialized Hospitals.
Where:
· Community Health Stations have from 3 to 5 beds.
· Regional Multi-Specialty Clinics have from 6 to 15 beds.
· District General Hospitals have from 50 to 200 beds.
· Regional General Hospitals, Provincial General Hospitals, Central General Hospitals have from 250 to over 550 beds, divided into three scales as follows:
- Scale 1: From 250 to 350 beds.
- Scale 2: From 400 to over 500 beds.
- Scale 3: Over 550 beds.
General Hospitals have functions, tasks, and organization according to each scale as follows:
2.1. Scale 1 (from 250 to 350 beds) - Class III General Hospital:
2.1.1. Functions and Tasks:
2.1.1.1. Emergency Care - Outpatient and Inpatient Treatment:
Receive all cases of patients coming from outside or transferred from other healthcare facilities for emergency care, outpatient, and inpatient treatment.
Organize health check-ups and issue health certificates in accordance with state regulations.
Responsible for handling common internal medicine cases and emergency surgical cases within their capacity.
Organize health examinations and forensic medical examinations when requested by provincial medical examination boards or law enforcement agencies.
Transfer patients to higher-level hospitals when beyond their capacity.
2.1.1.2. Training of Healthcare Personnel:
Serve as practical training sites for secondary medical schools.
Organize continuous training for hospital staff and lower-tier healthcare facilities to enhance professional skills and management capabilities in primary healthcare.
2.1.1.3. Scientific Research in Medicine:
Conduct summaries and evaluations of projects and programs related to primary healthcare.
Participate in community health and epidemiological research projects.
2.1.1.4. Technical Guidance to Lower-Tier Facilities:
Plan and guide lower-tier facilities (multi-specialty clinics, community health stations) to implement diagnostic and treatment protocols.
Organize guidance for communes and wards to implement primary healthcare programs and local health initiatives.
2.1.1.5. Disease Prevention:
Collaborate with preventive healthcare facilities to regularly perform disease prevention and epidemic control tasks.
Conduct health education and promotion campaigns for the community.
2.1.1.6. International Cooperation:
Participate in international cooperation programs with organizations and individuals abroad as regulated by the State.
2.1.1.7. Economic Management in Healthcare:
Develop plans to efficiently utilize state budgets and other funding sources.
Generate additional revenue from healthcare services: hospital fees, health insurance, foreign investments, and other economic entities.
Strictly comply with state regulations on hospital budget revenues and expenditures; gradually implement cost accounting for outpatient and inpatient services.
