DECISION OF THE PRIME MINISTER
Regarding the establishment of the Inter-Ministerial Steering Committee on Food Safety

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Food Safety Ordinance dated July 26, 2003;
At the proposal of the Minister of Health,
DECISION:
Article 1. The Inter-Ministerial Steering Committee on Food Safety shall be established to assist the Prime Minister in directing and coordinating activities among ministries and sectors in addressing important inter-ministerial issues related to food safety.
Article 2. The Inter-Ministerial Steering Committee on Food Safety (referred to as the Steering Committee) shall have the following tasks:
1. Studying and proposing to the Prime Minister policies, solutions, mechanisms, and policies for state management of food safety.
2. Assisting the Prime Minister in coordinating the activities of relevant ministries and sectors in handling inter-ministerial issues related to food safety.
3. Directing, monitoring, inspecting, and urging ministries, sectors, provincial People's Committees under the Central Government to effectively implement state management tasks related to food safety.
Article 3. The composition of the Steering Committee includes:
1. Chairman: Minister of Health.
2. Deputy Chairmen: Deputy Minister of Health; Deputy Minister of Agriculture and Rural Development.
3. Members: representatives from the leadership of the Ministry of Fisheries, Ministry of Trade, Ministry of Science and Technology, Ministry of Industry, Ministry of Education and Training, Ministry of Culture, Sports and Tourism, Ministry of Public Security, and Ministry of Finance.
Article 4. Establish a working group to assist the Steering Committee including:
1. Head of the working group: Director of the Food Safety and Quality Control Department (Ministry of Health).
2. Members
Representatives from the leadership of units: National Standardization, Measurement and Quality Control Agency (Ministry of Science and Technology), General Department of Customs (Ministry of Finance), Animal Health Department (Ministry of Agriculture and Rural Development), Plant Protection Department (Ministry of Agriculture and Rural Development), Aquatic Animal Health and Quality Control Department (Ministry of Fisheries), Market Management Department (Ministry of Trade), Science and Technology Department (Ministry of Agriculture and Rural Development), Science and Technology Department (Ministry of Industry), Inspectorate (Ministry of Health), Legal Affairs Department (Ministry of Health).
Article 5. The Food Safety and Quality Control Department (Ministry of Health) shall undertake the role of the Permanent Office of the Steering Committee.
The operating budget of the Steering Committee shall be included in the annual budget plan of the Ministry of Health funded by the State budget.
Article 6. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under the Central Government, Chairman of the Steering Committee, and members are responsible for implementing this Decision./.
