BASED ON DECREE NO. 85/2003/ND-CP OF JULY 18, 2003 OF THE GOVERNMENT ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF EDUCATION AND TRAINING;
BASED ON DECISION NO. 49/2005/QD-TTg OF MARCH 10, 2005 OF THE PRIME MINISTER APPROVING THE "OVERALL PLAN FOR DRUG PREVENTION AND CONTROL UNTIL 2010";

DECISION:
Article 1. ATTACHED TO THIS DECISION ARE THE REGULATIONS ON THE HANDLING OF STUDENTS RELATED TO DRUG ABUSE.
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE.

THE SECRETARY OF THE OFFICE, DIRECTORS OF THE STUDENT AND STUDENT AFFAIRS DEPARTMENT; HEADS OF THE RELEVANT UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING; DIRECTORS OF PROVINCE EDUCATION AND TRAINING SERVICES; DIRECTORS OF UNIVERSITIES AND ACADEMIES; RECTORS OF UNIVERSITIES, PRE-UNIVERSITY SCHOOLS, COLLEGES, AND VOCATIONAL COLLEGES ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
