CIRCULAR
GUIDELINES FOR RANKING AND IMPLEMENTATION OF THE SUBSIDY SYSTEM FOR LEADERSHIP POSITIONS AT CONTINUOUS EDUCATION CENTERS
Decree No. 178/2007/NĐ-CP December 3, 2007, Government Decree on the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Decree No. Decision No. 32/2008/NĐ-CP March 19, 2008, Government Decree on the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Decree No. Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on wage systems for civil servants, public officials, and members of the armed forces;
Pursuant to Decision No. 2. This Circular applies to public service units in the labor, war invalids, and social affairs sector as follows: July 19, 2005, Prime Minister Directive on the classification and ranking of public service organizations and enterprises;
Pursuant to Decision No. 01/2007/QĐ-BGDĐT January 2, 2007, Minister of Education and Training Decision promulgating the Regulation on the organization and operation of continuous education centers;
After receiving the unified opinion of the Ministry of Home Affairs in Circular No. 948/BNV-TCBC dated March 31, 2008, and the Ministry of Finance in Circular No. 7750/BTC-HCSN dated July 3, 2008, the Ministry of Education and Training guides the ranking and implementation of the subsidy system for leadership positions at continuous education centers as follows:
I. GENERAL PROVISIONS
1. Scope of regulation, applicable subjects
This Circular guides the ranking and implementation of the subsidy system for leadership positions at provincial continuous education centers (hereinafter referred to collectively as provincial level) and district, urban district, town, and city-level continuous education centers within provinces (hereinafter referred to collectively as district level).
2. Purpose
a) Continue to improve and strengthen management work for continuous education centers, addressing inconsistencies in the ranking of continuous education centers.
b) Implement decentralized management by Provincial People's Committees (hereinafter referred to collectively as Provincial People's Committee) in the ranking of continuous education centers.
c) Serve as a basis for implementing the subsidy system for leadership and management positions in continuous education centers.
d) Enhance the effectiveness of operations and innovate investment methods for continuous education centers.
3. Principles
a) Be consistent with the functions and tasks of continuous education centers as stipulated in the Regulation on the organization and operation of continuous education centers issued together with Decision No. 01/2007/QĐ-BGDĐT dated January 2, 2007, by the Minister of Education and Training; be consistent with the leadership position subsidy coefficient as prescribed in Government Decree No. 204/2004/NĐ-CP dated December 14, 2004, regarding salary systems for civil servants, public officials, and armed forces personnel.
b) Ensure objectivity and fairness; ensure parity in ranking levels corresponding to the organizational scope and scale of activities of continuous education centers.
c) For newly established continuous education centers, the Chairman of the Provincial People's Committee shall specify the ranking in the establishment decision at the lowest corresponding level for provincial or district-level continuous education centers.
4. Period for Re-ranking
a) Five years (sixty months) from the date of signing the ranking decision, all continuous education centers must be reviewed and re-ranked.
b) In cases where continuous education centers have been invested in, upgraded infrastructure, and expanded tasks continuously ensuring higher criteria after ranking, they will be reviewed for re-ranking to the next higher level one year (twelve months) from the date of the investment and upgrade decision.
II. SPECIFIC PROVISIONS
1. Ranking Criteria
The ranking of continuous education centers is based on the following groups of criteria:
a) Student enrollment size;
b) Organizational structure and staff;
c) Infrastructure and teaching equipment;
d) Educational quality, training outcomes, and operational efficiency.
Specific criteria and scoring tables are provided in Appendix I and Appendix II attached to this Circular.
2. Ranking Scale
a) Provincial-level continuous education centers rank three levels: third, fourth, and fifth;
b) District-level continuous education centers rank three levels: fifth, sixth, and seventh.
3. Scoring for Ranking
The ranking score scale for continuous education centers is 100 points. Each criterion score is rounded to the nearest whole number.
a) For provincial-level continuous education centers: (See Appendix I)
- Third rank: Achieving 90 points or more.
- Fourth rank: Achieving between 70 and 89 points.
- Fifth rank: Below 70 points.
b) For district-level continuous education centers: (See Appendix II)
- Fifth rank: Achieving 90 points or more.
- Sixth rank: Achieving between 70 and 89 points.
- Seventh rank: Below 70 points.

III. AUTHORITY, FILES, AND PROCEDURES FOR RANKING
1. Authority for Ranking
Based on the results of evaluation according to the point scale specified in this Circular, the Chairman of the Provincial People's Committee decides on the ranking of continuous education centers.
2. Procedures for Ranking
a) Application files for ranking include:
- A proposal for ranking submitted by the continuous education center;
- The establishment decision of the continuous education center;
- A report on the results and effectiveness of the continuous education center's activities over the past three consecutive years up to the time of application for ranking;
- A self-assessment score sheet according to the ranking criteria of the continuous education center (provincial-level continuous education center according to Appendix I, district-level continuous education center according to Appendix II);
- Statistical data on the number of students enrolled in programs over the past three consecutive years up to the time of application for ranking;
- A list of staff, teachers, and contractual teachers including their educational qualifications and language-computer skills;
- Detailed statistical data on land area, infrastructure, and teaching equipment.
b) Ranking Process
- The Director of the continuous education center completes the application files as specified in point a) of clause 2 of this section and organizes self-assessment for ranking.
- The Department of Education and Training receives the ranking application files from the continuous education center, takes the lead in coordinating with the Department of Home Affairs to conduct a review, and submits to the Chairman of the Provincial People's Committee for a decision on the ranking of the continuous education center.
Within thirty working days from the date of receiving valid files of the permanent education center, the Department of Education and Training must complete all procedures to submit to the Chairman of the Provincial People's Committee for deciding the ranking of the permanent education center.
IV. IMPLEMENTATION
1. The Provincial People's Committee directs specialized agencies to implement guidance on evaluating and ranking permanent education centers according to this Circular; report the results of ranking permanent education centers to the Ministry of Education and Training and the Ministry of Home Affairs.
2. The table of position allowance coefficients prescribed in Clause 4, Section II of this Circular replaces Points from Item number 9 to Item number 12, Clause 1, Section IV of Circular No. 33/2005/TT-BGD&ĐT dated December 8, 2005 of the Ministry of Education and Training guiding temporarily the implementation of the position allowance system for leaders in public educational institutions.
3. All other regulatory provisions that conflict with this Circular are hereby abolished.
4. This Circular takes effect fifteen days after its publication in the Official Gazette.
5. In case of difficulties during implementation, please reflect them to the Ministry of Education and Training for consideration and resolution.
