Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Information Technology dated June 29, 2006;
Pursuant to the Law on Electronic Transactions dated November 29, 2005;
Pursuant to Decree No. 64/2007/NĐ-CP dated April 10, 2007 of the Government on the application of information technology in state agency activities;
Considering the proposal of the Minister of Information and Communications,
DECISION:
Article 1. Approve the Plan on the Application of Information Technology in the Activities of State Agencies for the Period 2009-2010 (referred to as the Plan) with the main contents as follows:
A. OBJECTIVES BY THE END OF 2010 AND DIRECTIONS UNTIL 2015
I. OBJECTIVES BY THE END OF 2010
1. Enhance the management and operational capacity of state agencies
a) Towards building electronic agencies
- Ensure that an average of 60% (50% in 2009) of directives and management information from leaders of Ministries, agencies at the level of ministries, government agencies, provincial People's Committees, and centrally governed cities are posted on electronic portals or websites.
- The average ratio of civil servants using email for work at Ministries, agencies at the level of ministries, government agencies, and centrally governed city People's Committees is 80% (70% in 2009); provincial People's Committees is 60% (50% in 2009), including mountainous provinces (up to district level) is 30% (20% in 2009).
- The ratio of Departments, Offices of Ministries, agencies at the level of ministries, government agencies, and Offices of centrally governed city People's Committees implementing the use of application software for managing documents and operations on a network environment is 90% (80% in 2009); Provincial People's Committee Offices is 80% (70% in 2009) and District People's Committee Offices is 50% (30% in 2009).
- Increase the average ratio of computers per civil servant at Ministries, agencies at the level of ministries, government agencies, and provincial People's Committees and centrally governed cities. Reduce the use of paper. Encourage civil servants to exploit information on the network to serve their work.
b) Remote communication and connection between agencies
Gradually increase and encourage the use of basic forms of communication: email, telephone, fax, online meetings, and conferences, posting information on electronic portals or websites to exchange information over long distances.
2. Serve citizens and businesses
a) Ensure that all Ministries, agencies at the level of ministries, government agencies, provincial People's Committees, and centrally governed cities have electronic portals or websites with complete information as stipulated in Article 28 of the Law on Information Technology.
b) Ensure that 80% (60% in 2009) of electronic portals or websites of Ministries, agencies at the level of ministries, government agencies, and provincial People's Committees provide Level 2 online public services to citizens and businesses; 100% of electronic portals or websites of centrally governed city People's Committees provide Level 2 online public services to citizens and businesses.
c) Vigorously implement the provision of Level 3 online public services on the electronic portals of Ministries, agencies at the level of ministries, government agencies, and provincial People's Committees and centrally governed cities.
II. DIRECTIONS UNTIL 2015
1. Apply information technology to innovate methods of providing information and public services to citizens and businesses. Strive to provide most basic public services online at Level 3 or 4 by 2015, allowing citizens and businesses to exchange information, submit and receive documents, pay service fees, and receive service results through the network.
2. Apply information technology to innovate methods of managing information resources in state agencies. Develop national databases on people, land, finance, economy, industry, and trade to lay the foundation for the implementation of an e-Government. Gradually integrate information systems, continue to build and expand information systems and databases serving the general management and operation activities of state agencies and serving citizens and businesses.
3. Apply information technology in state agencies to create an electronic working environment among state agencies nationwide, forming habits of working on the network and information systems that replace paper documents for civil servants.
B. CONTENTS OF THE PLAN
I. ENHANCE THE MANAGEMENT AND OPERATIONAL CAPACITY OF STATE AGENCIES
1. Ministries, agencies at the level of ministries, government agencies, provincial People's Committees, and centrally governed cities shall implement improvements to work procedures, processes, and standardize business practices; apply quality management systems according to the TCVN ISO 9001: 2000 standard.
2. Continue to develop, improve, and enhance the effectiveness of applying information systems serving leadership, management, and control in state agencies, including the following main contents:
a) Email systems;
b) Information management system for documents and operations;
c) Digitize sources of information not yet in digital form according to priority in time and importance; strengthen the use of electronic documents.
3. Ensure that meetings of the Government, Prime Minister with Ministries, agencies at the level of ministries, government agencies, provincial People's Committees, and centrally governed cities; meetings of Ministries, agencies at the level of ministries, government agencies, provincial People's Committees, and centrally governed cities with subordinate agencies can be conducted remotely.
4. Develop and provide online information to serve civil servants in state agencies: publicly available information on recruitment, salary, retirement, insurance, rewards, and disciplinary actions.
5. Ministries, agencies at the level of ministries, government agencies, provincial People's Committees, and centrally governed cities continue to develop and implement the application of information technology in business activities suitable to the characteristics of each agency.
II. SERVE CITIZENS AND BUSINESSES
1. Build and improve electronic portals or websites of Ministries, agencies at the level of ministries, government agencies, provincial People's Committees, and centrally governed cities to provide information and online public services to serve citizens and businesses according to Article 28 of the Law on Information Technology. Continue to provide electronic forms through electronic portals or websites.
2. The Ministries, agencies at the level of ministries, government agencies, People's Committees of provinces and centrally governed cities shall base on actual conditions to direct the implementation of providing online public services at Level 3. During the period from 2009 to 2010, priority shall be given to implementing the following groups of online public services at Level 3:
a) Issuing business registration certificates;
b) Issuing investment licenses;
c) Issuing branch establishment licenses and representative office licenses;
d) Issuing construction permits;
đ) Issuing construction practice certificates;
e) Issuing certificates of ownership of houses and land use rights;
g) Issuing vehicle registration certificates for cars and motorcycles;
h) Issuing temporary residence registration certificates;
i) Handling complaints and denunciations;
k) Issuing medical and pharmaceutical practice certificates;
l) Issuing special service permits or licenses.
3. Establish channels to receive opinions and suggestions on the internet, organize online dialogues, and online Q&A sections about the activities of state agencies to serve citizens and businesses.
III. BUILDING THE FOUNDATION FOR E-GOVERNMENT SERVICES
1. Develop communication infrastructure
a) Complete the construction of specialized data transmission networks for Party and State agencies.
b) Construct and upgrade internal networks (LAN) and wide area networks (WAN) of state agencies.
2. Develop databases
Gradually build databases serving the tasks of information technology applications as outlined in this Plan. Focus on preparing investments and developing national databases (in Appendix I).
3. Develop and promulgate national technical standards and regulations on information technology applicable in state agencies.
4. Develop pilot models
Continue to research, evaluate, and select typical county-level IT application models to widely promote their adoption.
5. Ensure information security
a) Gradually build public key infrastructure for state agencies.
b) Construct the National Network Security Technology Center.
c) Complete the national system for providing digital signature certification services (RootCA) and digital signature certification services (CA).
d) Construct the National Authentication System.
đ) Construct the National Testing Center for Information Technology Solutions to support e-government development.
6. Complete the legal environment
a) Issue regulations on the use of application programs, information systems, and updating information on the internet.
b) Develop and issue economic and technical norms for information technology.
IV. DEVELOP INFORMATION TECHNOLOGY HUMAN RESOURCES
1. Continue to build and develop a team of information technology directors; provide information technology knowledge training for civil servants in state agencies.
2. Study and develop preferential policies for full-time information technology staff.
3. Organize training and provide knowledge on managing information technology projects.
4. Promote the application of online training for civil servants.
C. FINANCIAL RESOURCES
I. The central budget will ensure funding to implement national projects and tasks serving the entire system. The central budget will support part of the funding for localities facing real difficulties based on their needs and the central budget's balancing capacity. The Ministry of Information and Communications will coordinate with the Ministry of Planning and Investment and the Ministry of Finance to submit to the Prime Minister for approval the specific level of support.
II. Ministries, agencies at the level of ministries, and government agencies must ensure funding for projects and tasks serving their operations from the annual budget allocation approved by the competent authority and from other legitimate sources, if available.
III. Local budgets must ensure the implementation of projects and tasks serving local activities within their jurisdiction.
D. SOLUTIONS
I. Closely integrate the implementation of this Plan with the execution of the Administrative Reform Program to effectively apply information technology in the activities of state agencies, thereby promoting administrative reform and increasing the effectiveness of information technology applications.
II. DIVERSIFY FORMS OF INFORMATION TECHNOLOGY APPLICATION AND IMPROVE INVESTMENT EFFICIENCY
1. Encourage diversification of forms of information technology and communication usage: using telephones, email, text messages, and other means of communication to provide information to serve citizens and businesses, not limiting to only the Internet and computer networks.
2. For provinces with low Internet usage rates, carefully consider the efficiency of usage and investment when transitioning from electronic information websites to electronic portal websites and building online public services.
III. RELATIONSHIP BETWEEN STATE AGENCIES AND ORGANIZATIONS, ASSOCIATIONS, AND BUSINESSES
1. Strengthen relations between state agencies and organizations, associations, and businesses to effectively implement online services and information systems, ensuring stable and continuous information technology applications.
2. Implement various forms of outsourcing information technology services.
3. Encourage organizations, associations, and businesses to adopt national technical standards and regulations on information technology.
IV. Widespread propaganda should be organized to enhance understanding, awareness, and benefits of building an e-government for civil servants, employees, citizens, and businesses.
V. Study and absorb good experiences from countries with developed e-governments; apply advanced technologies and methods to Vietnam's practical conditions.
Article 2. Implementation
1. Based on this Plan, Ministries, agencies at the level of ministries, government agencies, People's Committees of provinces and centrally governed cities have the responsibility:
a) To direct the construction and organization of review and approval of the 2009 and 2010 information technology application plans of their agencies and send them to the Ministry of Information and Communications for consolidation, monitoring, and evaluation of implementation;
b) Ministries and agencies at the level of ministries assigned to lead the implementation of information technology application projects and tasks listed in Appendix I must be responsible for constructing, reviewing, and approving these projects and tasks according to current regulations, and send them to the Ministry of Information and Communications before July 15, 2009, for review, consolidation, and submission to the Prime Minister.
c) The provinces listed in Appendix II shall be responsible for developing, reviewing, and approving information technology application projects and tasks in accordance with current regulations, and submitting them to the Ministry of Information and Communications before July 15, 2009 for review and consolidation to report to the Prime Minister;
d) Regularly inspect, evaluate, and report every six months and at any time on the implementation of this Plan according to the guidance and requirements of the Ministry of Information and Communications for consolidation and reporting to the Prime Minister;
đ) Ensure funding (investment development expenses, regular expenses) to implement information technology application tasks and projects as planned and approved by competent authorities;
2. The Ministry of Information and Communications shall be responsible for:
a) Strengthen the activities of the Steering Committee for the implementation of information technology application work in state agencies during the period from 2009 to 2010;
b) Take the lead and coordinate with relevant agencies to study the integration of application programs, connections between networks, national data centers, and disseminate exemplary models;
c) Develop and promulgate economic and technical norms for information technology;
d) Take the lead and coordinate with relevant agencies to pilot the hiring of services to build and maintain information systems and information technology application activities;
đ) Guide, inspect, and consolidate the implementation of information technology application plans in the operations of ministries, ministerial-level agencies, government agencies, provincial People's Committees, and centrally-run city People's Committees during the period from 2009 to 2010; prepare periodic reports every six months to submit to the Prime Minister, and propose adjustments to suit the nationwide information technology application situation;
e) Guide ministries and ministerial-level agencies to develop and implement information technology application projects and tasks listed in Appendix I to ensure the achievement of this Plan's objectives;
g) Guide the provinces listed in Appendix II to develop and implement information technology application projects and tasks to ensure the achievement of this Plan's objectives;
h) Review projects and tasks proposed by ministries, ministerial-level agencies, and provincial People's Committees listed in Appendices I and II to implement this Plan regarding objectives, specialized content, technical standards, and send them to the Ministry of Planning and Investment and the Ministry of Finance for consolidation and submission to the Prime Minister for decision on supplementing the state budget for 2009 and allocation in the state budget for 2010 for ministries, ministerial-level agencies, and provincial People's Committees to implement;
i) Study and propose solutions to upgrade and expand the dedicated data transmission network of Party and State agencies. Develop and promulgate cost mechanisms for using the dedicated data transmission network suitable for Party and State agencies;
k) Organize training and guide business operations to implement the plan for information technology application in state agency activities. Develop materials, organize training and guide project management in information technology;
l) Organize training and capacity building for information technology directors and specialized staff in information technology;
m) Direct and implement publicity work to raise awareness about information technology application in state agency activities;
n) Develop the National Program on information technology application in state agency activities for the period from 2011 to 2015 and submit it to the competent authority for approval;
3. The Ministry of Finance shall take the lead and coordinate with the Ministry of Information and Communications to consolidate and submit to the Prime Minister for decision on allocating funds for public welfare from the central budget for projects and tasks for ministries, ministerial-level agencies, government agencies, provincial People's Committees, and centrally-run city People's Committees to implement;
4. The Ministry of Planning and Investment shall take the lead and coordinate with the Ministry of Information and Communications to consolidate and submit to the Prime Minister for decision on allocating investment development funds from the central budget for projects and tasks for ministries, ministerial-level agencies, government agencies, provincial People's Committees, and centrally-run city People's Committees to implement;
5. The Ministry of Home Affairs shall take the lead in researching and developing appropriate preferential policies for specialized staff in information technology in state agencies;
Article 3. This Decision shall take effect 45 days from the date of issuance;
Article 4. Ministers, heads of ministerial-level agencies, heads of government agencies, Chairmen of provincial People's Committees, and heads of units concerned shall be responsible for implementing this Decision./.
