CIRCULAR
ISSUING NATIONAL TECHNICAL REGULATIONS ON SAFETY MANAGEMENT AND POLLUTION PREVENTION IN MARINE VESSEL OPERATIONS

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
WHEREAS, Decree No. 127/2007/NĐ-CP dated August 1, 2007, of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
AT THE REQUEST OF THE DIRECTOR OF THE VIETNAMESE MARINE INSPECTION AGENCY AND THE HEAD OF THE SCIENCE AND TECHNOLOGY DEPARTMENT;
THE MINISTER OF TRANSPORTATION ISSUES THIS CIRCULAR ON NATIONAL TECHNICAL REGULATIONS ON SAFETY MANAGEMENT AND POLLUTION PREVENTION IN MARINE VESSEL OPERATIONS.
Article 1. ATTACHED TO THIS CIRCULAR ARE THE NATIONAL TECHNICAL REGULATIONS ON SAFETY MANAGEMENT AND POLLUTION PREVENTION IN MARINE VESSEL OPERATIONS.

Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM MARCH 1, 2014.
Article 3. THE HEAD OF THE MINISTRY’S OFFICE, THE HEAD OF THE MINISTRY’S INSPECTORATE, THE HEADS OF DEPARTMENTS UNDER THE MINISTRY, THE DIRECTOR OF THE VIETNAMESE MARINE INSPECTION AGENCY, THE HEADS OF ORGANIZATIONS AND UNITS UNDER THE MINISTRY OF TRANSPORTATION, AND OTHER RELEVANT ORGANIZATIONS AND INDIVIDUALS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
