PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

2. Creating favorable conditions for command and coordination among participating forces in firefighting operations.

3. Ensuring quality, types, and designs as prescribed in this Circular.

Article 4. Regulations on firefighting uniform models

This Circular hereby promulgates the firefighting uniform models for civilian defense forces, firefighting facilities, and specialized firefighting forces; specifically:

1. Firefighting shirt (model number 01).

2. Firefighting pants (model number 02).

3. Firefighting hat (model number 03).

4. Firefighting boots (model number 04).

5. Firefighting gloves (model number 05).

6. Firefighting mask (model number 06).

FIREFIGHTING UNIFORMS

Chapter II

Article 5. Firefighting Shirts and Pants

1. Style: According to model numbers 01 and 02 issued along with this Circular, specifically:

a) Firefighting shirt:

- Long-sleeved style; collar folded, with a K-shaped collar tab on the right side of the collar, with one button, diameter 22 mm; the shirt has a strap attached at the left collar and Velcro at the right collar;

- The front of the shirt has two chest pockets, each with an inner lining; the zipper is hidden inside, only the seam is visible outside; there is a row of five buttons, diameter 22 mm, hidden inside; from front to back, there are two reflective strips spaced 5 cm apart, each strip has a blue line on a gray background, width 5 cm; the hem of the shirt is folded twice, 2 cm each fold;

- The sleeve has a reflective strip with a blue line on a gray background, width 5 cm; the elbow area has an inner padding layer; the cuff of the sleeve is double-layered, folded twice, 2 cm each fold.

b) Firefighting pants

- Long-legged style, wide leg opening; waistband width 4.5 cm, with elastic bands on both sides and six belt loops; the zipper is vertical, with a hidden button inside;

- The front of the pants has two diagonal pockets; on the right side near the knee, there is a box pocket; both knees have padding; from front to back, there is one reflective strip with a blue line on a gray background, width 5 cm; the hem of the pants is folded twice, 2 cm each fold; the back of the pants has two pockets on the buttocks.

2. Material: Polyester/cotton blend (65/35± 3%).

3. Color: Yellow (Pantone 15-1132 TPX).

3. Colour: Yellow (Pantone 15-1132 TPX).

Article 6. Firefighting Helmet

1. Style: As per model number 03 attached to this Circular.

Clause 2. Structure and Material: The helmet body is made of synthetic ABS plastic with dimensions of 296x237x183 mm, thickness ≥ 04 mm, capable of withstanding impact; there is a square spine layer on top of the helmet running from front to back, and two sides of the helmet protrude outward to protect the ears. In front of the helmet, there is a protective visor made of colorless Polycarbonate (PC) plastic with a thickness of 02 mm, which helps block dust, wind, and hot air during firefighting. Inside the helmet body, there is a protective foam layer made of polystyrene with a thickness of ≥ 20 mm to reduce impact force; a lining layer made of polyester with a thickness of 02 mm; straps and buckles made of synthetic fibers and Acetic plastic with load-bearing capacity, helping to keep the helmet securely on the head when moving; it has a mechanism to adjust the size of the head circumference when in use.

Clause 3. Color: Red.

Article 7. Other Firefighting Clothing

Clause 1. Firefighting Boots

Point a) Style: According to model number 04 issued together with this Circular.

Point b) Structure and Material: High-collared boots with a waterproof sole that is molded and integrated; round toe with an internal metal pad for foot protection; inside the boot, there is a special anti-slip fabric; the collar, toe, and rear edges of the boot have ribs and stitching around them; the sole is molded with a thickness of 05 cm, featuring raised teeth patterns to increase friction. The boots are made of PVC plastic or synthetic rubber.

Point c) Color: Boot body gray, sole red.

Clause 2. Firefighting Gloves

Point a) Style: According to model number 05 issued together with this Circular.

Point b) Structure and Material: Long gloves covering all five fingers, with elastic bands around the wrist; inside the gloves, there is an anti-slip coating. The gloves are made of Polyester/cotton material (65/35± 3%).

Point c) Color: Yellow (Pantone 15-1132 TPX).

Clause 3. Firefighting Masks

Point a) Style: According to model number 06 issued together with this Circular.

Point b) Structure and Material: The mask has a nose clip that fits tightly over the nose and covers the entire mouth and nose area, with straps behind the ears; the mask consists of four layers including an outer protective fabric layer, a support layer that provides rigidity, a main filtering material layer, and a core filter made of activated carbon embedded in fabric. The mask is made of Polypropylene material.

Point c) Color: White.

Article 8. Inspection of Firefighting Clothing

Firefighting clothing produced domestically or imported must be inspected according to the provisions set forth in Article 18 of Circular No. 66/2014/TT-BCA dated December 16, 2014, issued by the Minister of Public Security detailing the implementation of certain articles of Decree No. 79/2014/NĐ-CP dated July 31, 2014, detailing the implementation of certain articles of the Law on Fire Prevention and Combating and the Law Amending and Supplementing Certain Articles of the Law on Fire Prevention and Combating.

Article 9. Funding for Equipping Firefighting Clothing for Civil Defense Forces, Grassroots Fire Prevention and Combating Forces, and Professional Fire Prevention and Combating Forces

Clause 1. Funding for equipping firefighting clothing for civil defense forces is allocated within the annual national defense and security budget of People's Committees at all levels and implemented according to the provisions of the State Budget Law.

Clause 2. Heads of agencies and organizations directly managing facilities shall ensure funding for equipping firefighting clothing for grassroots fire prevention and combating forces and professional fire prevention and combating forces in accordance with Clause 2 of Article 32 of Decree No. 79/2014/NĐ-CP.

Clause 3. Funding for equipping firefighting clothing for grassroots fire prevention and combating forces and professional fire prevention and combating forces belonging to state agencies, public institutions, armed forces, and other units benefiting from the state budget at central and local levels shall be guaranteed by the state budget and implemented according to the provisions of the State Budget Law.

Chapter III

IMPLEMENTATION

Article 10. Effective Date

Clause 1. This Circular takes effect from January 8, 2016.

Clause 2. Civil defense forces, grassroots fire prevention and combating forces, and professional fire prevention and combating forces that were equipped with firefighting uniforms, helmets, boots, gloves, and masks before the effective date of this Circular shall continue to use them until they reach their service life.

Article 11. Responsibility for Implementation

1. The Director of the Fire Prevention, Firefighting, and Rescue Police Department is responsible for guiding, inspecting, and urging the implementation of this Circular;

Clause 2. Based on requirements and actual conditions, the Fire Prevention and Combating Police Department shall take the lead and coordinate with relevant units to study amendments and supplements to the regulations on firefighting clothing for civil defense forces, grassroots fire prevention and combating forces, and professional fire prevention and combating forces stipulated in this Circular and report to the Minister of Public Security for consideration and decision.

Clause 3. Provincial and municipal public security organs and firefighting police departments under the central government shall be responsible for:

Point a) Guiding, inspecting, and reporting annually in December to the Ministry of Public Security (through the Fire Prevention and Combating Police Department) on the implementation of regulations regarding firefighting clothing for civil defense forces, grassroots fire prevention and combating forces, and professional fire prevention and combating forces.

Point b) Summarizing suggestions and recommendations for amending and supplementing regulations on firefighting clothing for civil defense forces, grassroots fire prevention and combating forces, and professional fire prevention and combating forces and reporting to the Ministry of Public Security (through the Fire Prevention and Combating Police Department).

Clause 4. Chiefs of General Departments, heads of units under the Ministry of Public Security, provincial and municipal public security directors, firefighting police chiefs under the central government, and related organizations and individuals shall be responsible for implementing this Circular.

Clause 5. It is requested that heads of ministries, ministerial-level agencies, agencies under the Government, and provincial and municipal people's committees under the central government cooperate with the Ministry of Public Security within their functions, tasks, and authorities in managing and inspecting the implementation of regulations on firefighting clothing for civil defense forces, grassroots fire prevention and combating forces, and professional fire prevention and combating forces under their management.

During the implementation of this Circular, if there are difficulties or obstacles, public security units, localities, organizations, and individuals concerned shall report to the Ministry of Public Security (through the Fire Prevention and Combating Police Department) for timely guidance./.
