Amending and supplementing some articles of Circular No. 50/2016/TT-BGTVT dated December 30, 2016 of the Minister of Transport on procedures for issuing Domestic Sea Transport Permits for foreign ships

Pursuant to the Vietnam Maritime Code 2015 November 25 2015;

The Minister of Information and Communication issues this Circular on regulations regarding receiving citizens, handling and resolving complaints, reports, petitions, and reflections of the Ministry of Information and Communication.Decision No. 12/2017/NĐ-CP dated 10Article 1. This Circular stipulates regulations on receiving citizens, handling and resolving complaints, reports, petitions, and reflections of the Ministry of Information and Communication including: citizen reception work; receipt, handling, and resolution of complaints, reports, petitions, and reflections; ensuring conditions for citizen reception, complaint resolution, petition resolution, reflection resolution; management of complaint and report resolution work and reporting systems.02, 2017 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Transport;

at the proposal of the Director of the Transport Department and the Vietnam Maritime Administration Bureau;in the forestry sector, this Circular takes effect from February 1, 2024.ng Cục Hàng hải Việt Nam;

The Minister of Transport hereby issues this Circular. amending and supplementing some articles of Circular No. 50/2016/TT-BGTVT dated December 30, 2016 of the Minister of Transport stipulating procedures for issuing Domestic Sea Transport Permitsdevelopmentfor foreign ships.developmentn waters.

Article 1. Amending and supplementing some articles of Circular No. 50/2016/TT-BGTVT dated December 30, 2016 of the Minister of Transport stipulating procedures for issuing Domestic Sea Transport Permits for foreign ships

1. Amend Clause 4 of Article 6 as follows:

"4. One copy certified from the original or a certified copy with the original presented for verification or a certified copy (in case of direct submission of application), a certified copy (in case of submission through postal service) of one of the following documents: Agency Contract or Power of Attorney appointing an agent to represent the foreign shipowner (in case the applicant is an agent representing the foreign shipowner) or Charter Party between the foreign shipowner and a Vietnamese legal entity".

2. Amend Clause 4 of Article 10 as follows:

"4. One copy certified from the original or a certified copy with the original presented for verification or a certified copy (in case of direct submission of application), a certified copy (in case of submission through postal service) of one of the following documents: Agency Contract or Power of Attorney appointing an agent to represent the foreign shipowner (in case the applicant is an agent representing the foreign shipowner)".

Article 2. Effective Date

1. This Circular takes effect from November 1, 2018.

2. The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Maritime Administration, Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular./.
