Circular No. 48/2018/TT-BLDTBXH promulgates the minimum volume of knowledge and requirements for competence that students must achieve upon graduation at the intermediate and college levels in fields and trades related to electrical, electronics, and telecommunications engineering.

ISSUING REGULATIONS ON THE MINIMUM AMOUNT OF KNOWLEDGE AND REQUIREMENTS FOR SKILLS THAT STUDENTS MUST ACHIEVE UPON GRADUATION AT THE VOCATIONAL COLLEGE AND HIGHER VOCATIONAL LEVELS IN TECHNICAL FIELDS OF ELECTRICITY, ELECTRONICS, AND TELECOMMUNICATIONS

BASED ON THE LAW ON PRICESON VOCATIONAL EDUCATION dated November 14, 2017Pursuant to Article 5 of Decree No. 123/2015/NĐ-CP dated November 15, 2015 issued by the Government on the implementation of the National Program for Household Registration and Statistics for the period 2017-2024;

THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS ISSUES THIS CIRCULAR TO SUPPLEMENT PROFESSIONS AND TRADES TO THE LIST OF PROFESSIONS AND TRADES AT THE FOURTH LEVEL WITH A DIPLOMA IN VOCATIONAL COLLEGE AND HIGHER VOCATIONAL COLLEGE ISSUED TOGETHER WITH CIRCULAR NO. 04/2017/TT-BLDTBX ON MARCH 2, 2017, ISSUED BY THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS.7. DELEGATING AUTHORITY TO THE DIRECTOR OF THE GENERAL VOCATIONAL EDUCATION AGENCY TO ISSUE DETAILED REGULATIONS ON THE MINIMUM AMOUNT OF KNOWLEDGE AND REQUIREMENTS FOR SKILLS THAT STUDENTS MUST ACHIEVE UPON GRADUATION AT THE VOCATIONAL COLLEGE AND HIGHER VOCATIONAL LEVELS FOR EACH JOB POSITION ACCORDING TO THE TRAINING FIELDS AND TRADES STIPULATED IN ARTICLE 1 OF THIS CIRCULAR FOR SCHOOLS TO USE AS A BASIS FOR ORGANIZING THE DEVELOPMENT, REVIEW, AND APPROVAL OF TRAINING PROGRAMS AND TEXTBOOKS APPLICABLE TO THEIR OWN INSTITUTIONS.

THIS CIRCULAR SHALL TAKE EFFECT FROM FEBRUARY 10, 2019.

MINISTRIES, MINISTRY-EQUIVALENT ORGANIZATIONS, GOVERNMENT-RELATED ORGANIZATIONS, PROVINCE PEOPLE'S COMMITTEES, CITY PEOPLE'S COMMITTEES UNDER THE CENTRAL GOVERNMENT WITH SCHOOLS UNDER THEIR MANAGEMENT; SCHOOLS WITH REGISTERED ACTIVITIES IN VOCATIONAL EDUCATION AT THE VOCATIONAL COLLEGE AND HIGHER VOCATIONAL LEVELS FOR THE FIELDS AND TRADES STIPULATED IN ARTICLE 1 OF THIS CIRCULAR AND OTHER RELATED ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.

Article 2. The Director of the General Department of Vocational Education is authorized to issue detailed regulations on the minimum amount of knowledge and competency requirements that students must achieve upon graduation from secondary and college levels for each job position according to each industry and profession specified in Article 1 of this Circular for schools to use as a basis for organizing the development, review, and approval of training programs and textbooks applicable to their institutions.

Article 3. This Circular takes effect from February 10, 2019.

Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial People's Committees under central cities with subordinate schools; schools registered to operate vocational education at secondary and college levels for industries and professions specified in Article 1 of this Circular and other related organizations and individuals are responsible for implementing this Circular./.
