on safety in production, business, use, storage
and transportation of dangerous chemicals

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Chemical Law dated November 21, 2007;June 2024;Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;

The Minister of Industry and Trade issues this Circular promulgating the National Technical Regulation on safety in production, business, use, storage and transportation of dangerous chemicals.

Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

At the proposal of the Director of the Chemicals Administration;

Article 1. The National Technical Regulation on safety in production, business, use, storage and transportation of dangerous chemicals is hereby promulgated together with this Circular.n lCode QCVN 05: 2020/BCT.n lArticle 2. This Circular shall take effect from January 1, 2022.

2. The Director of the Ministry's Office; the Director of the Chemicals Department; the Directors of Provincial Departments of Industry and Trade under central cities; Heads of agencies, organizations and individuals concerned are responsible for implementing this Circular.

3. In the course of implementation, if any difficulties arise, agencies, organizations and individuals shall promptly report in writing to the Ministry of Industry and Trade for guidance or research for amendment and supplementation as appropriate.

Article 2. This Circular shall take effect from January 1, 2022.

Article 3. Implementation Organization

1. The Director of the Chemicals Administration shall be responsible for organizing guidance and implementation of this Circular.

2. The Head of the Ministry's Office; the Director of the Chemicals Department; the Directors of Industry and Trade Departments of provinces and centrally governed cities; heads of agencies, organizations, and individuals related to this matter are responsible for implementing this Circular.

3. During the implementation process, if any difficulties arise, agencies, organizations, and individuals shall promptly report in writing to the Ministry of Industry and Trade for guidance or research on amendments and supplements as necessary.
