CIRCULAR
Regulations on the Internal Rules of Compulsory Educational Institutions
On the basis of Decree No. 26/2024/NĐ-CP dated September 15, 2024 of the Government amending and supplementing certain articles of Decree No. June 20 2012Law amending and supplementing certain articles of the Law on Handling Administrative Violations dated November 13, 2020;
Pursuant to Decree No. 140/2021/NĐ-CP dated December 31, 2021 of the Government stipulating the regime for applying administrative measures involving placement in educational institutions for rehabilitation and compulsory educational institutions;
Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Director of the Prison Management Police Department, the Compulsory Educational Institution Management Department, and the Rehabilitation School;
The Minister of Public Security promulgates this Circular prescribing Internal Rules of compulsory educational institutions.
Article 1. The Internal Rules of Compulsory Educational Institutions are hereby issued together with this Circular.
Article 2. Applicability
This Circular applies to:
1. Compulsory educational institutions.
2. Detainees in compulsory educational institutions.
3. Officers, non-commissioned officers, soldiers, and workers in compulsory educational institutions.
4. Local public security organs, agencies, organizations, and individuals related thereto.
Article 3. Effectiveness
This Circular takes effect from December 31, 2022, and replaces Circular No. 21/2015/TT-BCA dated May 14, 2015, of the Minister of Public Security prescribing the Internal Rules of Compulsory Educational Institutions.
Article 4. Responsibilities for Implementation
1. The Director of the Prison Management Police Department, the Compulsory Educational Institution Management Department, and the Rehabilitation School shall be responsible for monitoring, guiding, and inspecting the implementation of this Circular.
2. Heads of units under the Ministry of Public Security, Directors of Provincial Public Security Departments, Directors of Municipal Public Security Departments directly under the Central Government, Directors of compulsory educational institutions, and related agencies, organizations, and individuals are responsible for implementing this Circular.
During the implementation of this Circular, if there are any difficulties, local public security organs, agencies, organizations, and individuals related thereto shall report to the Ministry of Public Security (through the Prison Management Police Department, the Compulsory Educational Institution Management Department, and the Rehabilitation School) for timely guidance./.
