Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Article 1. Establish the National Dermatology Institute directly under the Ministry of Health based on the Dermatology Institute of Bach Mai Hospital.
The National Dermatology Institute is a state-owned entity with income, having legal personality; it has its own seal; it is entitled to open an account at the State Treasury; it receives funding from the state budget; its headquarters is located in Hanoi City.
The National Dermatology Institute's name in English is: National Institute of Dermato Venereology Vietnam (abbreviated as NIDV).
Article 2. The Minister of Health shall specify in detail the functions, tasks, powers, and organizational structure of the National Dermatology Institute.
Article 3. This Decision takes effect fifteen days after the date of signature.
