DIRECTIVE

Regarding the development of pilot models for rural development (at commune level)

 

To implement Resolution No. 06-NQ/TW dated November 10, 1998 of the Politburo, the Central Economic Commission, together with the Ministry of Agriculture and Rural Development, has studied the draft outline: "The Project on Building Models for Rural Development" (at commune level). In order to implement this project according to the scheduled timeline, the Minister of Agriculture and Rural Development requests the Directors of Provincial Departments of Agriculture and Rural Development, heads of subordinate units, and directors of enterprises under the sector of Agriculture and Rural Development to immediately carry out the following tasks:

1. The Directors of Provincial Departments of Agriculture and Rural Development shall focus on implementing the following tasks:

- Based on the unified criteria for selecting communes in the outline, select 3-5 communes to discuss and exchange opinions with the commune authorities and organizations to reach consensus on building model communes for new rural development. Submit to the People's Committee of the province or centrally-administered city for decision on establishing 3 model communes. Among the 12 provinces: Hanoi, Nam Dinh, Bac Giang, Tuyen Quang, Thanh Hoa, Quang Nam, Dak Lak, Ninh Thuan, Binh Duong, Ninh Binh, Son La, Dong Thap, each province shall register with the Ministry of Agriculture and Rural Development one commune to build a model commune linked to the ecological region.

- Coordinate with the People's Committee of the district where the model commune is located, instruct the People's Committee of the commune to widely disseminate among the people the contents and principles guiding the construction and development of new rural areas, which are models by the people, for the people; the commune will develop and implement projects with support from the province and central government. Announce the contents of the work on developing new rural areas towards industrialization, modernization, cooperation, and democratization.

- Establish a steering committee for building new rural models at the commune level, including departments, bureaus, branches directly under the provincial department, the agricultural service of the district where the model commune is located, headed by the Director of the Department to advise and assist the commune in developing projects, direct the implementation process, promote economic and social development in the model commune, resolve emerging difficulties; conduct mid-term and final reviews, propose policies for new rural development to the provincial People's Committee and the Ministry of Agriculture and Rural Development.

- Direct the Agricultural Service of the district where the model commune is located to guide the commune in establishing a steering committee and specialized teams to assist the People's Committee of the commune in implementing the project and carrying out the contents of the work on developing new rural areas as approved in the project.

- Direct subordinate agencies of the Provincial Department of Agriculture and Rural Development to integrate investment programs within their sectors for the model communes, providing capital to ensure timely and effective implementation of the project.

- Direct state-owned enterprises to create favorable conditions and cooperate with cooperatives in the model commune to organize the sale of agricultural products effectively for farmers.

2. The Cadre and Organization Department shall submit to the Minister for approval the establishment of a steering committee for building new rural models, comprising bureaus, departments, institutes, schools, and general companies, headed by Deputy Minister Cao Duc Phat. Develop plans for training management cadres and vocational training for rural areas in the model development points.

3. The steering committee of the Ministry shall regularly inspect and urge the model communes to strictly follow the content, procedures, and timelines of the project. Coordinate with the Provincial Departments of Agriculture and Rural Development to investigate, survey, and summarize rural development models, propose solutions and policies for widespread new rural development.

4. The Planning and Planning Department shall lead, in collaboration with the Investment and Construction Department, the Science and Technology Department and Product Quality Control Department, the Agricultural Extension and Forestry Promotion Bureau, the Forestry Development Bureau, the Water Resources Management and Irrigation Works Bureau, the Agricultural and Forest Products Processing and Rural Industries Bureau, the Resettlement Bureau, the Plant Protection Bureau, the Animal Health Bureau, and the Rural Clean Water and Environmental Sanitation Center, to coordinate with localities to implement programs for rural development in the new rural development model communes starting from 2001.

5. The Agricultural Planning and Design Institute, the Agricultural Economics Institute, shall organize guidance for communes on procedures and methods for developing comprehensive socio-economic projects and specialized investment projects in accordance with Decree No. 52/1999/ND-CP dated July 8, 1999 of the Government.

6. The Rural Management Training Institutes I and II shall organize training for commune managers, farm owners, cooperative leaders, and vocational training for farmers.

7. The International Cooperation Department shall work with international organizations representing countries to seek support for the program, facilitate the dispatch of grassroots cadres, initially the model communes, to visit and learn about economic development and rural construction experiences in other countries.

8. The Information Center shall establish an information network for the model communes to provide market information to producers and information on state policies regarding economic and social development.

9. The Northern Food Corporation, Southern Food Corporation, Coffee Corporation, Rubber Corporation, Tea Corporation, Fruit Corporation, Silk Corporation, Sugar Corporation I, Sugar Corporation II, Livestock Corporation, Agricultural Products Import-Export Corporation, Agricultural Inputs Corporation, Agricultural Machinery and Irrigation Corporation, Rural Construction and Development Corporation, Irrigation Construction Corporation 1, Irrigation Construction Corporation 4, Salt Corporation, Forestry Corporation, shall create favorable conditions and cooperate with cooperatives in the model communes to organize the sale of products for farmers, supply production inputs, and guide the construction of infrastructure development works in rural areas.

10. The Department of Agricultural Policy and Rural Development is the permanent unit responsible for consolidating local proposals, subordinate units' proposals, and enterprises' proposals within the sector regarding the development of model rural commune development models, regularly reporting to the Ministry. Through these model projects, it collaborates with provincial Departments of Agriculture and Rural Development to review, conclude, and propose solutions and policies for new rural development, which will be submitted to the Government by the Ministry.

11. During the implementation process, if any difficulties arise, the Heads of Provincial Departments of Agriculture and Rural Development, Heads of subordinate units under the Ministry, and Heads of enterprises within the sector must report to the Ministry to promptly address the issues.

This is one of the key tasks of the entire sector, and the Heads of Provincial Departments of Agriculture and Rural Development, Heads of subordinate units under the Ministry, and Heads of enterprises within the sector must arrange and allocate staff and time to strictly comply with this directive.
