Decision No. 49/2002/QD-BTC on the establishment of the Standing Steering Group to implement the Ordinance on Fees and Charges

APRIL 17, 2002 ON THE ESTABLISHMENT OF THE PERMANENT DIRECTING GROUP TO IMPLEMENT AND ENFORCE THE ORDINANCE ON FEES AND CHARGES

THE MINISTER OF FINANCE

WHEREAS, the Ordinance on Fees and Charges has been issued by the Standing Committee of the National Assembly on August 28, 2001;

Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;

BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;

WHEREAS, the Plan for Implementing the Ordinance on Fees and Charges No. 2983/TC-CSTC dated March 28, 2002, of the Ministry of Finance;

CONSIDERING the proposal of the Director of the Policy Department, the Director of the Organization and Training Department;

DECISION:

Article 1:Establish the Permanent Directing Group to implement and enforce the Ordinance on Fees and Charges of the Ministry of Finance, headed by Comrade Vu Van Ninh - Deputy Minister of Finance, consisting of the following members:

1. Mr. Quach Duc Phap - Director of the Financial Policy Department, Deputy Head.

2. Ms. Nguyen Thi Cuu - Deputy General Director of the Tax General Department, Deputy.

3. Mr. Tran Xuan Tri - Deputy Director of the State Treasury, member.

4. Mr. Vu Xuan Hien - Deputy Director of the Foreign Finance Department, member.

5. Mr. Le Quang Binh - Deputy Director of the Banking and Financial Organizations Finance Department, member.

6. Mr. Huynh Quang Hai - Deputy Director of the Administrative and Public Services Department, member.

7. Ms. Tran Thi Hue - Head of the Foreign Finance Department, member.

8. Mr. Lai Van Duong - Head of the Administrative and Public Services Department, member.

9. Mr. Luu Duc Huy - Deputy Head of the Financial Policy Department, member.

10. Mr. Tran Trinh - Deputy Head of the National Budget Department, member.

11. Mr. Dao Ngoc Son - Specialist of the Tax General Department, member.

12. Ms. Tran Thi Bich Thanh - Specialist of the State Treasury, member.

13. Mr. Le Song Lai - Specialist of the Finance and Banking Organizations Department, member.

14. Ms. Luong Ngoc Huong - Specialist of the Enterprise Finance Department, member.

Article 2:The permanent group shall assist the Minister of Finance in:

+ Monitoring and promptly addressing all issues related to the implementation of the Ordinance on Fees and Charges comprehensively.

+ Urging units under the Ministry to study and draft guiding documents for the implementation of the Ordinance on Fees and Charges according to approved plans and schedules; participating in and reviewing such documents before submission to the Ministry or to the Government for issuance within their respective jurisdictions.

+ Monitoring, supervising, and organizing inspections of the implementation of the Ordinance on Fees and Charges by ministries, sectors, and localities; handling recommendations and difficulties arising during the implementation process.

+ Regularly reporting to the Ministry and to the Government on the progress of implementing the Ordinance on Fees and Charges.

Article 3:Members of the permanent group shall work concurrently with their regular duties and in accordance with the assignments of the group leadership.

The permanent group will dissolve itself upon completion of its tasks.

Article 4:This Decision takes effect from the date of signature. The Directors of the Financial Policy Department, the Cadre Organization and Training Department, the Office of the Ministry of Finance, Heads of units, and individuals named in Article 1 are responsible for implementing this Decision.
