Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

AMEND AND SUPPLEMENT CLAUSE 3, ARTICLE 15, CHAPTER VII: AWARDS FOR LIBRARIES AND THE RECOGNITION PROCEDURE AS FOLLOWS: "3. OUTSTANDING SCHOOL LIBRARY: THESE ARE LIBRARIES THAT HAVE ACHIEVED ADVANCED STATUS AND HAVE PERFORMED EXCEPTIONALLY OUTSTANDING ACTIVITIES WITH HIGH EFFECTIVENESS AND INNOVATION, RECOGNIZED BY THE SECTOR AND SOCIETY. THE DEPARTMENT OF EDUCATION AND TRAINING SHALL CONSIDER, INSPECT, AND ISSUE CERTIFICATES OF OUTSTANDING SCHOOL LIBRARIES TO PRIMARY AND SECONDARY SCHOOL LIBRARIES IN THE LOCALITY."

DECISION:

Article 1. Attached to this Decision is the Library Business Training Program in general schools from the 2003-2004 academic year.

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3. The Heads of the Office, Directors of relevant Departments, Heads of units under the Ministry of Education and Training, and Directors of Provincial Departments of Education and Training are responsible for implementing this Decision.

PROGRAM

Library business training in general schools

from the 2003-2004 academic year

A. OBJECTIVES AND REQUIREMENTS

1. Objective

To continue improving the qualifications, capabilities, organization, and management of school libraries and gradually implement standardization of library staff (teachers) in general schools, to be implemented uniformly in localities from the 2003-2004 academic year. The content of the library business training program specifies the basic knowledge and skills that must be achieved and the time allocated for each class (10 days or 15 days).

2. Requirements.

a) Knowledge:

Help library staff (teachers) in general schools:

- Fully understand the role, position, and importance of libraries in general and school libraries in particular, clearly grasp the relationship between publishing and distribution work and school libraries within the education sector.

- Master the contents of library business techniques.

- Be familiar with certain state and sectoral documents related to library work in general schools.

b) Skills:

- Know how to manage general school libraries, organize library activities such as publicity, book introductions, storytelling competitions, etc., to meet the needs of enhancing educational quality in schools.

- Properly handle library business techniques: supplementing, registering, classifying, describing materials, and organizing catalogues and lists of materials to serve periodic publicity and book introductions on specific themes each academic year.

- Organize well the lending of textbooks and participate in the distribution of educational books to meet the needs of students and teachers in schools.

c) Attitude, emotions, and responsibility:

- Love the library profession, love books, and be dedicated to the job.

- Actively innovate and learn experiences to continuously improve the quality of library activities in schools.

- Cultivate patience, perseverance, and diligence to fulfill the responsibilities of a library staff (teacher).

3. Targets

The target audience for this Program is library staff (teachers) assigned to work in general schools who have not received library business training, or those who have received such training more than two years ago, or those who have attended short-term training courses lasting less than ten days.

B. TIME ALLOCATION

- Number of hours for a 10-day course: 75 hours (5 credit units).

+ Lecture hours: 41 hours.

+ Practical and field trip hours: 34 hours.

+ Examination hours: 2 hours.

- Number of hours for a 15-day course: 105 hours (7 credit units).

+ Lecture hours: 46 hours.

+ Practical and field trip hours: 59 hours.

(*) The basis for budgeting expenses is based on the current regulations of the Ministry of Finance regarding travel expenses for civil servants and employees of the State going on short-term business trips abroad funded by the state budget.

- The number of lectures in the 15-day course exceeds that of the 10-day course:

+ Library business techniques: 10 practical hours;

+ Reader services: 6 practical hours.

+ Organization and management of school libraries: 5 theoretical hours, 8 practical hours, including 1 new lesson (application of information technology in managing and operating school libraries).

- Opening and closing ceremonies are outside the curriculum (the course organizers arrange these independently).

C. IMPLEMENTATION

- Each locality should develop plans annually to open library business training courses for library staff (teachers) in general schools, sending them to the Educational Publishing House before December 1st of the previous year, specifying the time of course opening (month/year), the number of participants, and requests to the Educational Publishing House, such as lecturer support, material procurement, certificates issued to participants, to assist the Educational Publishing House in planning and coordinating assistance.

- Each course must ensure the content and duration stipulated in the program (theory and practice). Upon completion of the course, each participant will receive a certificate signed by the Director of the Provincial Department of Education and Training (certificate templates printed and distributed by the Educational Publishing House).
