Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 90/2002/ND-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Postal Services and Telecommunications;

Pursuant to Decree No. 179/2004/ND-CP dated October 21, 2004 of the Government stipulating state management over product and commodity quality;

At the proposal of the Director of the Cadre and Civil Service Department and the Director of the Postal Quality Management Department, Telecommunications, and Information Technology,

Amend and supplement Article 4 of Decision No. 38/2003/QD-BBCVT dated March 12, 2003 of the Minister of Postal Services and Telecommunications as follows:

DECISION:

Article 1. "Article 4: The organizational structure of the Postal Quality Management Department, Telecommunications, and Information Technology includes:

- Business Affairs Division

1. Departments:

- Organization and Administration Division

- Planning and Finance Division

2. Subordinate units:

- Inspection

- Measurement Center, headquartered in Hanoi

- Testing Center, headquartered in Hanoi

- Certification Center, headquartered in Hanoi

- Testing and Certification Center 2, headquartered in Ho Chi Minh City

- Testing and Certification Center 3, headquartered in Da Nang

Subordinate units of the Postal Quality Management Department, Telecommunications, and Information Technology are self-financing entities with seals and bank accounts for transactions as prescribed by law.

The staffing of the Postal Quality Management Department, Telecommunications, and Information Technology shall be established by the Director and submitted to the Minister for decision.

The functions, tasks, powers, and organizational structures of subordinate units shall be established by the Director and submitted to the Minister for decision.

The functions, tasks, powers of divisions, and working relationships between divisions and subordinate units shall be decided by the Director."

This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 2. The Head of the Office, Directors of the Cadre and Civil Service Department, Director of the Postal Quality Management Department, Telecommunications, and Information Technology, Heads of agencies and units under the Ministry of Postal Services and Telecommunications are responsible for implementing this Decision./.

Article 3. The Director of the Office, the Head of the Cadre Organization Department, the Director of the Postal Quality Management Bureau, Telecommunications and Information Technology, and the Heads of the agencies and units under the Ministry of Posts and Telecommunications are responsible for implementing this Decision./.
