Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Ordinance on Protection of State Secrets No. 30/2000/PL-UBTVQH10 dated December 28, 2000;
Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protecting State Secrets;
Pursuant to the proposal of the Chairman of the Central Economic Commission and the Minister of Public Security,
The Prime Minister issues this Decision on the list of state secrets classified as Top Secret and Absolute Secret of the Central Economic Commission.
Article 1. The list of state secrets classified as Absolute Secret of the Central Economic Commission includes the following:
1. Reports, proposals, and advisory materials of the Central Economic Commission to the Central Committee, Politburo, and Secretariat regarding the formulation of policies, guidelines, resolutions of congresses; resolutions, conclusions, directives, decisions concerning socio-economic fields; strategic orientations for socio-economic development of industries and regions related to national security; defense; and the development of national defense industry.
2. Information and documents related to the Party's policies on national strategic reserves, special budgets for national defense and security; policies on revenue collection, currency exchange, and issuance of currency that have not been announced or will not be announced.
3. Documents on budget reserves and special revenues and expenditures of the Party. Documents implementing international tasks related to financial work with political parties and organizations abroad that have relations with the Communist Party of Vietnam.
4. Documents, work logs, and information storage devices (USB drives, memory cards, hard disks) containing information classified as Absolute Secret of the Central Economic Commission's agency.
5. Documents using information from the list of state secrets classified as Absolute Secret of other agencies and organizations.
Article 2. The list of state secrets classified as Top Secret of the Central Economic Commission includes the following:
1. Documents and contents of meetings of the Central Economic Commission with the Politburo, Secretariat, and Party and State leaders related to major policies and programs in the socio-economic field.
2. Files, information, and documents related to the review of socio-economic projects submitted to the Politburo and the Secretariat that have not been announced or will not be announced.
3. Documents providing comments of the Central Economic Commission on major policies, programs, and large socio-economic projects submitted to the Politburo and the Secretariat that have not been announced or will not be announced.
4. Documents containing direct guidance (handwritten) from Party and State leaders to the Central Economic Commission according to their assigned functions and responsibilities.
5. Comments provided by the Central Economic Commission to competent agencies in the appointment, commendation, and disciplinary actions for cadres under the management of the Politburo and the Secretariat in the socio-economic sector according to the division of authority.
6. Information and documents related to historical political issues and performance reviews of Central Economic Commission leaders in previous terms that have not been announced or will not be announced.
7. Documents, work logs, and information storage devices (USB drives, memory cards, hard disks) containing information classified as Top Secret of the Central Economic Commission's agency.
8. Documents using information from the list of state secrets classified as Top Secret of other agencies and organizations.
Article 3. This Decision takes effect from October 20, 2014.
Article 4. The Chairman of the Central Economic Commission and the Minister of Public Security are responsible for supervising the implementation of this Decision.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees directly under the central government are responsible for implementing this Decision./.
