CIRCULAR

ISSUING NATIONAL TECHNICAL REGULATIONS FOR

personal eye protectors used in welding work

Pursuant to the Labor Safety and Health Law No. 84/2015/QH13 dated June 25, 2015;

Pursuant to Decree No. 39/2016/NĐ-CP dated May 15, 2016 of the Government detailing certain provisions of the Labor Safety Law;

Pursuant to Decree No. 106/2012/NĐ-CP dated December 20, 2012, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

At the proposal of the Director of the Occupational Safety and Health Inspectorate;

THE MINISTER OF LABOUR, INVALIDS AND SOCIAL AFFAIRS ISSUES THIS CIRCULAR ON THE ISSUE OF NATIONAL TECHNICAL REGULATIONS FOR PERSONAL PROTECTIVE EQUIPMENT - SAFETY SHOES AND BOOTS. concerning personal eye protectors used in welding work.

1. Organizations and individuals producing, importing, distributing, installing, using, repairing, maintaining, and servicing elevators shall be responsible for complying with the regulations set forth in the standard issued together with this Circular.

This Circular promulgates the National Technical Regulation on personal eye protectors used in welding work.

Code: QCVN 27:2016/BLDTBXH.

Article 2. Implementation

1. Organizations and individuals producing, importing, supplying, and using personal eye protectors used in welding work shall be responsible for implementing the provisions of the standard issued together with this Circular.

2. Organizations conducting conformity certification for personal eye protectors used in welding work must comply with the provisions of the standard issued together with this Circular.

3. Ministries, ministerial-level agencies, agencies under the Government, provincial People's Committees under the central government, and other related organizations and individuals are responsible for enforcing this Circular.

Article 3. Effectiveness

1. This Circular takes effect from August 1, 2017.

2. In the course of implementation, if there are any difficulties, please report them to the Ministry of Labor, Invalids and Social Affairs for study and resolution./.

Foreword

QCVN 27:2016/BLDTBXH was compiled by the Department of Occupational Safety and Health and issued by the Ministry of Labor, Invalids and Social Affairs pursuant to Circular No. 49/2016/TT-BLDTBXH dated December 28, 2016, following the review comments of the Ministry of Science and Technology.

 

NATIONAL TECHNICAL REGULATION FOR PERSONAL EYE PROTECTORS USED IN WELDING WORK

National technical regulation for Personal eye-protector for welding 

Chapter 1. GENERAL PROVISIONS

1.1. Scope of Application

This standard specifies safety requirements for personal eye protectors used to prevent dangerous and harmful factors that cause eye injuries and reduce vision to protect workers' eyes during welding and cutting of metals by heat.

1.2. Applicability

1.2.1. Organizations and individuals producing, importing, supplying, and using personal eye protectors used in welding work.

1.2.2. State management agencies and other related organizations and individuals.

1.3. Terms and Definitions

1.3.1. Eye Protector

A type of device designed to protect the eyes from dangerous and harmful factors.

1.3.2. Lens

The transparent part of the eye protector through which the wearer can see.

1.3.3. Shield

An eye protector that covers all or a significant part of the face.

1.3.4. Filter

A lens that reduces the intensity of radiation reaching it.

1.3.5. Refractive Index; Power or Focal Length

The reciprocal of the focal length of an optical system. It is expressed in meters to the power of minus one (m⁻¹).-1).

1.3.6. Light Transmission

The ratio between the light flux transmitted through the filter and the incident light flux.

1.3.7. Spectral Transmission

The ratio between the spectral radiant flux transmitted and the incident spectral radiant flux.

2. TECHNICAL PROVISIONS

2.1. Classification

Personal eye protectors used in welding work are classified as follows:

2.1.1. By Type and Shape:

- Frame glasses or frameless glasses;

- Full-face shield;

- Helmet;

- Hand-held face shield (protecting eyes, face, and neck);

- Headgear (protecting eyes, face, neck, and head)

- Glass lenses (including fragile glass lenses and durable glass lenses resistant to thermal shock, impact, etc.)

- Organic compound lenses (plastic lenses)

- Multi-layer lenses: lenses manufactured from multiple layers bonded together with adhesive.

All types of lenses may also be coated on one or both sides with additional materials to provide additional characteristics.

2.1.3. By Protective Function

Personal eye protectors used in welding work have one or more of the following functions:

- Impact from various hard objects;

- Optical radiation;

- Molten metal splashes;

- Liquid splashes;

- Dust;

- Gas;

- Any combination of the above factors.

2.2. Design and Manufacturing Requirements

Personal eye protectors used in welding work must be made from suitable materials and must not have metallic casings or metallic parts, except for screws and hinges.

2.2.1. General Requirements

Personal eye protectors used in welding work must not have visible defects.

Personal eye protectors used in welding work must not have protrusions, sharp edges, or other features that are detrimental to the user. Materials used for manufacturing must be selected to avoid skin allergies, and in the case of full-face dust-proof shields, their structure must not allow special risks causing allergic reactions to workers.

2.2.2. Ventilation

Personal eye protectors used in welding work must have double-layer filters or special coatings to reduce water condensation or ensure adequate ventilation.

2.2.3. Thermal Conductivity

Except for the frame, all other materials must withstand radiation exposure and contact with the user and have a thermal conductivity lower than 0.2 Wm⁻¹.

2.2.4. Lens Composition-1K-1 .

Lenses must be made from plastic or other synthetic materials, durable glass, or different layers of glass combined with the aforementioned materials. Untreated glass may only be used as lenses when combined with the aforementioned materials, except when the lenses are primarily used to block radiation or as protective filters.

2.2.5. Headband

Headbands accompanying eye protectors must be at least 10 mm wide.

2.3. Requirements for Filtering Shade Numbers

Filtering shades must be marked with appropriate protection levels from 1.2 to 16 according to Table 1 of TCVN 5082:1990 (ISO 4849:1981) Personal Eye Protectors - Technical Requirements.

2.4. Dimensions

Lenses must have minimum dimensions as follows:

- Round lenses: diameter 40 mm.

- Rectangular lenses: 32 mm (width) x 25 mm (height)

- Lenses for full-face shields with a single lens and face shield: 105 mm x 50 mm

Eye protectors must provide a sufficiently wide field of view to avoid danger or inconvenience while working.

2.5. Optical Requirements

Optical requirements must comply with the provisions of Section 4.1.2 of TCVN 5082:1990.

2.6. Light Transmission Requirements

2.6. Requirements for optical transmission

2.6.1. General requirements

The change in light transmission must be measured by shining a light beam with a diameter of 5 mm onto the entire surface of the welding filter, excluding the edge portion that is 5 mm wide.

The requirements for light transmission of filters used in welding work and related techniques are specified in Table 1, Section 2 of TCVN 5083:1990.

Additional requirements:

Wavelengths from 210 nm to 313 nm, the light transmission shall not exceed the permitted value for 313 nm;

Wavelengths from 313 nm to 365 nm, the light transmission shall not exceed the permitted value for 365 nm;

Wavelengths from 365 nm to 400 nm, the light transmission shall not exceed the average light transmission;V.

2.6.2. Requirements for filters used in gas welding with fluxes

Filters or combinations of filters capable of selectively absorbing light at wavelengths of 589 nm and 671 nm must be used to eliminate the disadvantages caused by the emission of multiple monochromatic rays.

Such filters must meet the above requirements and are marked with the letter "a" in Table 2 of TCVN 5083:1990. The light transmission of these filters for the aforementioned wavelengths shall not be less than:

0.4% for grade 4a

0.1% for grade 5a

0.05% for grade 6a

0.01% for grade 7a

These filters must have characteristics similar to those of filters corresponding to grades 4, 5, 6, and 7 in Table 1 of TCVN 5083:1990.

2.7. Quality of material and surface

The quality of material and surface must comply with the provisions of Section 4.1.3 of TCVN 5082:1990.

2.8. Structural durability

Structural durability is specified in Section 4.1.4 of TCVN 5082:1990.

2.9. Durability at elevated temperatures

Must comply with the provisions of Section 4.1.5 of TCVN 5082:1990.

2.10. Ultraviolet radiation resistance

Must comply with the provisions of Section 4.1.6 of TCVN 5082:1990.

2.11. Corrosion resistance

Must comply with the provisions of Section 4.1.7 of TCVN 5082:1990.;

2.12. Sterilization resistance

Must comply with the provisions of Section 4.1.8 of TCVN 5082:1990.

2.13. Personal eye protection equipment used in welding work has additional protective features.

This equipment must meet the requirements corresponding to its protective functions as stipulated in Section 4.2 of TCVN 5082-90.

2.11. Testing methods are prescribed according to TCVN 6516:1999 Eye Protection Equipment - Optical Testing Methods and TCVN 6517:1999 Eye Protection Equipment - Non-optical Testing Methods.

2.12. Guidelines for selection and use The guidelines for personal eye protection equipment used in welding work and related techniques are specified in Section 3 of TCVN 5083:1990.

3. MANAGEMENT PROVISIONS

3.1. Personal eye protection equipment used in welding work produced domestically domestic production

Personal eye protection equipment used in welding work produced domestically must be certified as compliant and publicly announced as compliant in accordance with the relevant laws.

Certification of compliance is carried out by conformity assessment organizations designated by the Ministry of Labor, Invalids, and Social Affairs.

Implementation method: typical sample testing combined with production process evaluation; monitoring through sampling tests conducted at the production site combined with production process evaluation (Method 3 in the Regulations on Public Announcement of Compliance with Standards and Technical Regulations and Conformity Assessment Methods issued together with Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Minister of Science and Technology).

3.2. Personal eye protection equipment used in welding work imported

3.2.1. Personal eye protection equipment used in welding work imported must be certified as compliant and registered for state inspection of imported goods' quality in accordance with the relevant laws.

3.2.2. Certification of compliance is carried out by conformity assessment organizations designated by the Ministry of Labor, Invalids, and Social Affairs or foreign organizations recognized to conduct such activities.

3.2.3. Certification of compliance is carried out through product batch testing and evaluation (Method 7 in the Regulations on Public Announcement of Compliance with Standards and Technical Regulations and Conformity Assessment Methods issued together with Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Minister of Science and Technology).

3.2.4. Imported personal eye protection equipment used in welding work is exempted from quality inspection if bilateral or multilateral agreements between competent authorities of the Socialist Republic of Vietnam and exporting countries provide for exemption from quality inspection upon importation.

3.2.5. For display samples used for product promotion purposes, which are not directly used by workers, up to five units may be exempted from import quality inspection.

3.3. Personal eye protection equipment used in welding work supplied to the market

3.3.1. Personal eye protection equipment used in welding work supplied and circulated in the market must bear the compliance mark and labeling in accordance with current Vietnamese law.

3.3.2. Corresponding to the protective function, there must be symbols displayed on the personal protective equipment. These symbols must be explained in the user manual provided by the manufacturer.

3.3.3. Organizations and individuals supplying personal eye protection equipment used in welding work must provide the user manual, storage instructions, and usage inspection guidance provided by the manufacturer.

3.4. Management of the use of personal eye protection equipment used in welding work

3.4.1. Personal eye protection equipment used in welding work must be stored in a dry, well-ventilated environment, away from heat sources, unaffected by harmful solvents, and in accordance with the manufacturer's instructions.

3.4.2. Personal eye protection equipment used in welding work must be used for the intended purpose, in accordance with its function, and following the manufacturer's usage instructions.

3.4.3. Personal eye protection equipment used in welding work must be inspected according to the manufacturer's instructions. Do not use personal eye protection equipment used in welding work if the inspection results do not meet the requirements or if it exceeds the usage period as instructed by the manufacturer.

The employer must base on the usage, storage, and inspection guidelines during use provided by the manufacturer to establish the content for inspecting the functionality of personal eye protection equipment used in welding work. The inspection guidance content must be disseminated to employees and posted in locations convenient for employees to conduct self-inspections.

Before using personal eye protection equipment for welding work, employees must perform self-inspections according to the guidelines posted at the workplace.

Daily self-inspections when using personal eye protection equipment for welding work must be monitored and recorded in logbooks.

4. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS

4.1. Organizations and individuals involved in producing, importing, supplying, and using personal eye protection equipment for welding work are responsible for complying with the provisions of this Standard.

4.2. This Standard serves as the basis for quality control agencies and conformity certification bodies of personal eye protection equipment for welding work to carry out their inspections and certifications.

This Standard serves as the basis for state labor inspections and occupational safety and health inspections to conduct inspections and checks regarding occupational safety and health.

Chapter 5. ORGANIZATION OF IMPLEMENTATION

5.1. The Department of Labor Safety, Ministry of Labor, Invalids and Social Affairs is responsible for coordinating with relevant authorities to guide and organize the implementation of this technical standard.

5.2. Local government agencies managing labor affairs have the responsibility to guide, inspect, and check the implementation of the regulations stipulated in this technical standard.

5.3. During the implementation process, if there are any difficulties, related agencies, organizations, and individuals are responsible for promptly reflecting them to the Ministry of Labor, Invalids and Social Affairs for consideration and resolution./.
