Circular No. 49/2021/TT-BGDĐT promulgates the regulations on the organization and operation of independent preschool groups, independent kindergarten classes, and independent kindergartens of private and public-private partnership types.

CIRCULAR

Issuing the Regulation on the organization and operation of independent childcare groups, independent kindergarten classes, and independent preschool classes of private and public-private partnership types.

Based on the Education Law No. 43/2019/QH14 dated June 14, 2019; 

The Minister of Education and Training issues this Circular to promulgate the Regulation on the organization and operation of independent childcare groups, independent kindergarten classes, and independent preschool classes of private and public-private partnership types.

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Based on the proposal of the Director of the Department of Preschool Education;

This Circular promulgates the Regulation on the organization and operation of independent childcare groups, independent kindergarten classes, and independent preschool classes of private and public-private partnership types, attached hereto.

Article 1. This Circular takes effect from February 15, 2022. This Circular replaces the provisions concerning independent childcare groups, independent kindergarten classes, and independent preschool classes of private and public-private partnership types set forth in Article 14 and Article 15 of Circular No. 13/2015/TT-BGDĐT dated June 30, 2015, promulgating the Regulation on the organization and operation of private preschools, and Article 1 of Circular No. 13/2018/TT-BGDĐT dated May 30, 2018, amending and supplementing Article 14 of the Regulation on the organization and operation of private preschools promulgated together with Circular No. 13/2015/TT-BGDĐT dated June 30, 2015, issued by the Ministry of Education and Training.

Article 2. Chairmen of People's Committees of provinces and centrally governed cities; Directors of Departments of Education and Training; Director of the Department of Education, Science and Technology of Bac Lieu Province; Heads of Education and Training Offices; heads of independent childcare groups, independent kindergarten classes, and independent preschool classes of private and public-private partnership types; relevant organizations and individuals are responsible for implementing this Circular./.

Article 3. The Chairpersons of the People's Committees of provinces and centrally governed cities; Directors of Departments of Education and Training; Director of the Department of Education, Science and Technology of Bac Lieu Province; Heads of Education and Training Offices; heads of independent kindergartens, independent nursery classes, independent preschool classes of private and public-private partnership types; relevant organizations and individuals are responsible for implementing this Circular./.
