DECREE

No. 49 dated October 12, 1945

CHAIRMAN OF THE VIETNAMESE DEMOCRATIC REPUBLIC GOVERNMENT

WHEREAS since September 2, 1945 Vietnam has declared independence to the entire nation and the world;

WHEREAS on August 24, 1945 Emperor Bao Dai abdicated and transferred power to the democratic republican government;

WHEREAS it is necessary to inaugurate a new era in our history marked by independence, freedom, and happiness brought about by the democratic republican regime;

Having deliberated with the Council of Ministers;

DECREE

Clause I: All official documents, telegrams, forms, summonses, petitions, newspapers, congratulatory messages, obituaries, prayers, offerings, and other similar items shall bear the title:

First Year of the Vietnamese Democratic Republic

Clause II: The Ministers of Interior Affairs and Propaganda are hereby authorized to implement this Decree.
