Regarding the approval for the implementation of the Poverty Fund Loan Policy Handbook of the Rural Finance Project funded by the World Bank.
GOVERNOR OF THE STATE BANK OF VIETNAM
On the basis of the Law on the State Bank of Vietnam No. 01/1997/QH10 dated December 12, 1997;
On the basis of the Law on Credit Organizations No. 02/1997/QH10 dated December 12, 1997;
Pursuant to the Government Decree No. 15/CP dated March 2, 1993 on the tasks, powers, and responsibilities of state management of ministries and ministerial-level agencies;
On the basis of Circular No. 5551/QHQT dated October 2, 1995 of the Government Prime Minister regarding the Rural Finance Project funded by the World Bank;
On the basis of the Development Credit Agreement No. 2855-VN dated July 19, 1996 between the Government of the Socialist Republic of Vietnam and the World Bank concerning the Rural Finance Project;
At the proposal of the Board of Management of International Credit Projects,

Article 1. Approval is given for the implementation of the Poverty Fund Loan Policy Handbook (FRP) which has been agreed upon and unified with the World Bank (WB) as the basis for managing and utilizing the FRP funded by the WB within the framework of the Rural Finance Project.
Article 2. This Decision takes effect from the date of signing. Any amendments or supplements to the contents of this Policy Handbook shall be decided by the Governor of the State Bank of Vietnam.
Article 3. The Director of the Office, the Head of the Board of Management of International Credit Projects, the Heads of relevant units under the State Bank of Vietnam, the Governors of the State Bank Branches in provinces and centrally governed cities, and the General Directors (Directors) of credit organizations selected to participate in the FRP are responsible for implementing this Decision.
