RESOLUTION

REGARDING THE AMENDMENT OF RESOLUTION NO. 02/2007/NQ-HĐND OF JULY 20, 2007 OF THE PROVINCE PEOPLE'S COUNCIL, TERM VII, SESSION 10 ON REGULATING THE SYSTEM OF WORK TRAVEL ALLOWANCES AND EXPENSES FOR ORGANIZING MEETINGS FOR STATE ORGANIZATIONS AND PUBLICLY ESTABLISHED INSTITUTIONS IN THE TERRITORY OF BAC LIEU PROVINCE

Pursuant to the Law on Organization of People's Councils and People's Committees dated November 26, 2003;

According to Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the State Budget Law;

Pursuant to Circular No. 23/2007/TT-BTC dated March 21, 2007 of the Ministry of Finance on regulating the system of work travel allowances and expenses for organizing meetings for state organizations and publicly established institutions;

Pursuant to Circular No. 127/2007/TT-BTC dated October 31, 2007 of the Ministry of Finance amending and supplementing Circular No. 23/2007/TT-BTC dated March 21, 2007 and Circular No. 57/2007/TT-BTC dated June 11, 2007 of the Ministry of Finance;

Implementing Circular No. 4949/BTC-VP dated April 11, 2007 of the Ministry of Finance regarding the correction of Circular No. 23/2007/TT-BTC dated March 21, 2007;

Considering the Report No. 36/TTr-UBND dated June 26, 2008 of the Provincial People's Committee on amending Resolution No. 02/2007/NQ-HĐND dated July 20, 2007 of the Provincial People's Council, Term VII, Session 10; the Audit Report of the Economic and Budget Committee of the Provincial People's Council and the opinions of the members of the Provincial People's Council,

RESOLUTION:

Article 1. Unanimously agree to amend Resolution No. 02/2007/NQ-HĐND dated July 20, 2007 of the Provincial People's Council, Term VII, Session 10 on regulating the system of work travel allowances and expenses for organizing meetings for state organizations and publicly established institutions in the territory of Bac Lieu Province, specifically as follows:

1. Amend and supplement Part I, Article 1 "General Principles" as follows:

The provisions of this Regulation only specify the specific expenditure levels within the maximum ceiling as stipulated generally. Other regulations concerning the objects, standards, conditions, contents, payment systems for work travel allowances, and meeting expenses not mentioned in this Regulation shall be implemented strictly according to the provisions at Circular No. 23/2007/TT-BTC dated March 21, 2007 and Circular No. 127/2007/TT-BTC dated October 31, 2007 of the Ministry of Finance.

2. Amend and supplement Clause 2, Part IV, Article 1 "Implementation Organization" as follows:

In cases where the prescribed expenditure levels are insufficient, they may be reimbursed based on actual expenses but not exceeding 20% of the maximum expenditure level as stipulated. Based on actual conditions and the budget estimate assigned, state agencies and units using the budget may stipulate lower expenditure levels according to their financial capacity but must be clearly specified in internal expenditure regulations and ensure the completion of assigned tasks.

Article 2. The Bac Lieu Provincial People's Committee shall organize the implementation of the provisions of Article 1.

Article 3. The Standing Body of the Provincial People's Council, the Committees of the Provincial People's Council, and the representatives of the Provincial People's Council shall inspect and supervise the implementation of this Resolution in accordance with the law.

This Resolution shall take effect ten days after its adoption. Other contents not mentioned in this Resolution shall be implemented according to Resolution No. 02/2007/NQ-HĐND dated July 20, 2007 of the Provincial People's Council, Term VII, Session 10 on regulating the system of work travel allowances and expenses for organizing meetings for state organizations and publicly established institutions in the territory of Bac Lieu Province.

This Resolution has been adopted by the Provincial People's Council, Term VII, Session 12./.
