THE GOVERNMENT
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Resolution No. 35/NQ-UBTVQHK9 dated May 17, 1993 of the Standing Committee of the National Assembly, Decision No. 69-QĐ/TW dated May 17, 1993 of the Politburo; Decree No. 25-CP dated May 23, 1993 of the Government on temporary regulations for new salary systems for civil servants and administrative and public service employees and military forces; Decree No. 26-CP dated May 23, 1993 of the Government on temporary regulations for new salary systems in enterprises; Decree No. 27-CP dated May 23, 1993 of the Government on temporary regulations for adjusting retirement salaries and allowances for social policy beneficiaries;
Article 5. The registration of internal regulations on labor pursuant to Article 82 of the Labor Code shall be regulated as follows:
DECREE
Article 1.- From now on, the minimum wage shall be fully implemented at 120,000 dong per month. This minimum wage level will serve as the basis for recalculating all salary levels and allowances according to the salary coefficients and allowance coefficients stipulated in Resolution No. 35-NQ/UBTVQHK9 dated May 17, 1993 of the Standing Committee of the National Assembly, Decision No. 69-QĐ/TW dated May 17, 1993 of the Politburo; Decree No. 25-CP and Decree No. 26-CP dated May 23, 1993 of the Government.
Article 2.- From now on, retirement salaries and allowances for social policy beneficiaries will be adjusted according to Decree No. 27-CP dated May 23, 1993 of the Government as follows:
1. The monthly retirement salary and disability allowance for workers and officials will be adjusted to 135% to 175% of the current benefit level.
2. Military retirement salaries will be adjusted to 192% of the current benefit level. Specific adjustment levels must comply with the principles set forth in Point 1, Article 5 of Decree No. 27-CP dated May 23, 1993 of the Government.
3. The living allowance for cadres who have been active in communes and wards since before 1935 is 150,000 dong per month; from 1936 to before 1945 it is 120,000 dong per month.
4. The monthly allowance for work-related injuries or occupational diseases will be adjusted as follows:

5. The allowances for social policy beneficiaries are detailed in the table attached to this Decree.
6. Military personnel receiving a salary or state workers recognized as war invalids or disabled veterans from December 1, 1993 onwards shall receive monthly allowances equivalent to those of war invalids or disabled veterans based on the designated level, plus a one-time allowance of 1, 2, 3, or 4 months' salary at the time of injury or illness, depending on the level of disability or veteran status.
7. Those recognized as martyrs from December 1, 1993 onwards, their families shall receive a one-time allowance of 12 months' salary.
8. The monthly salary for calculating one-time allowances for the families of martyrs and war invalids is uniformly set at 250,000 dong.
Article 3.- This Decree takes effect from December 1, 1993.
All previous regulations regarding salary levels, allowances, and benefits that conflict with the provisions of this Decree are hereby abolished.
Article 4.- The Ministry of Labor - Invalids and Social Affairs, the Government's Organizational and Cadre Department, and the Ministry of Finance shall coordinate with the Central Organization Department to guide the implementation of this Decree; to establish appropriate methods of disbursing additional salary funds retroactively from December 1, 1993, avoiding sudden price fluctuations.
Article 5.- The Ministry of Defense and the Ministry of Interior, after consultation with the Ministry of Labor - Invalids and Social Affairs and the Ministry of Finance, shall guide the implementation of regulations concerning military forces under their jurisdiction.
Article 6.- The Minister, the head of a ministry-level agency, the head of a government agency, and the Chairperson of the provincial people's committee and municipal people's committee under central jurisdiction shall be responsible for implementing this Decree.
