GUIDELINES FOR SUPPLEMENTING THE PROVISION OF RAILWAY AND ROAD TRAVEL SUBSIDIES FOR RETIRED WORKERS, EMPLOYEES, AND MILITARY PERSONNEL WHO HAVE STOPPED WORKING DUE TO POOR HEALTH
EMPLOYEES, CIVIL SERVANTS, AND MILITARY PERSONNEL RETIRED OR ON DISABILITY LEAVE

Circular No. 22/TT-LB dated December 2, 1980 of the Joint Ministry of Finance - Labor, Invalids and Social Affairs stipulated railway and road travel subsidies for workers, employees, and military personnel who have retired or stopped working due to poor health when they have a need to travel. On November 18, 1982, Circular No. 150-TT/VTCC of the Ministry of Transport adjusted the subsidy rate from 50% to 75% according to the new fare rates.

To meet the legitimate demands of retired cadres and reduce difficulties in managing and arranging transportation means, after reaching consensus with the Ministry of Finance and relevant agencies, the Ministry of Labor, Invalids and Social Affairs supplements some points as follows:

1. Cadres, workers, employees, and military personnel who have retired and have a necessary need to travel such as visiting parents (including parents-in-law or parents of spouse), spouse, children, siblings, or visiting individuals and families who were revolutionary bases during the period of secret activities shall be entitled to a travel subsidy equal to 100% of the current fare price for one round trip regardless of distance.

For retired cadres who, while in office, were entitled to a sleeping berth train ticket, they will also be entitled to a travel subsidy based on a sleeping berth ticket (if a sleeping berth ticket can be purchased).

2. Workers, employees, and military personnel who have stopped working due to poor health and are receiving monthly allowances, if they have a necessary need to travel to visit their family as mentioned above, shall be entitled to a travel subsidy at the old rate (75% of the fare price for one round trip within a year).

3. The People's Committee for Labor, Invalids and Social Affairs at the district or city level shall be responsible for issuing certificates and promptly settling railway and road travel expenses without causing inconvenience to those entitled to such payments.

4. These supplementary provisions in this circular shall take effect from May 1, 1983 onwards. Cases that have been resolved, issued certificates, and completed trips before May 1, 1983 shall continue to be settled according to the old regulations. However, if certificates were issued before May 1, 1983 but the trips were completed after May 1, 1983, the new settlement rates for fares shall apply.
