Regarding the organization and staffing for rehabilitation zones

Considering the current necessity to establish rehabilitation zones to receive a number of former southern cadres, soldiers, and workers who are suffering from chronic illnesses or are weak and unable to work, in order to provide material and spiritual support, ensuring their health recovers quickly so they can continue working.
The Social Welfare, Finance, and Interior Ministries stipulate the organization and staffing of the Southern Cadre Rehabilitation Zones under the Ministry of Social Welfare and under the respective Administrative Committees of the zones and provinces as follows:
1. Organization: The administrative structure of each Rehabilitation Zone includes a Management Board and functional units such as: Administrative Management Team, Political Work Team, Medical Team.
2. Staffing: The staffing for leaders, researchers, specialists, and service personnel is set as follows:
1. Management Board: three people: one Director, one Deputy Director, and one member (physician).
2. Political Work Team: headed by the Director with two assisting officers.
3. Administrative Management Team: supervised by one person from the Management Board and consists of:
- One administrative secretary.
- One liaison officer.
- One janitor.
- One on-duty staff.
- One accountant.
- One treasurer兼任会计。
- Provisioner: one provisioner for every 18 people (including the food server).
- Manager: one manager for provisioning services from 150 to 200 people (for example, if the zone has 300 people, there will be two managers).
4. Medical Team: one physician (the physician is a member of the Management Board responsible for this).
For every 25 people, there is one nurse and one attendant.
The above is the staffing quota for zones with 200 to 400 people; if the zone expands further, the zone and provincial committees will request additional staffing based on these regulations.
Upon receipt of this circular, the Administrative Committee of the Combined Zone 4, the Administrative Committee of Hong Quang Zone, the Administrative Committee of Thanh Hoa Province, and Phu Tho Province shall study and implement organizational arrangements, mobilize cadres, recruit personnel for the Rehabilitation Zones, but not hire anyone outside the quota.
