Approving the vocational training plan for the period 1999-2000

Pursuant to the Government Organization Law dated September 30, 1992;

Considering the proposal of the Minister of Labor, War Invalids and Social Affairs at the report number 01/LDTBXH-TCDN dated January 2, 1999 regarding the request to approve the Vocational Training Plan for the period 1999-2000.

Article 1. Approves the Vocational Training Plan for the period 1999-2000 (attached hereto) with the main contents as follows:

1. Name of the Plan: Vocational Training Plan for the period 1999-2000.

2. Managing Authority of the Plan: Ministry of Labor, War Invalids and Social Affairs.

3. Objectives of the Plan:

In 1999, train 670,000 people, including 120,000 people trained in long-term vocational courses and 550,000 people trained in short-term vocational courses.

In 2000, train 780,000 people, including 150,000 people trained in long-term vocational courses and 630,000 people trained in short-term vocational courses.

The ratio of workers who have undergone vocational training reaches 13.4% to achieve a ratio of workers who have undergone training reaching 22% by the end of 2000.

4. Some guiding viewpoints on the development of vocational training:

Vocational training is a key task in developing human resources and is linked to solving employment needs for workers.

Implement policies and mechanisms to promote socialization in vocational training to mobilize all domestic and foreign resources for vocational training activities, expand and diversify various types of short-term vocational training programs (aimed at providing job opportunities for workers or enabling them to create their own jobs) and long-term vocational training (to meet the demand for human resources in industrial zones, export processing zones, and labor export).

The State will manage uniformly the objectives, content, and curriculum of vocational training, planning, and development plans for the system of vocational schools and centers.

The central and local budgets will invest selectively to form high-quality vocational training facilities.

5. Tasks of vocational training during the period 1999-2000:

a) Plan the network of vocational training facilities in accordance with the requirements for developing human resources in each industry and locality.

b) Consolidate and develop key vocational schools while expanding the scale of short-term vocational training.

c) Increase the scale and improve the quality of vocational teacher training.

d) Train skilled workers to meet domestic needs and for labor export; gradually implement universal vocational training for workers, prioritizing vocational training and universalization for rural workers to promote economic structure transformation, rural industrialization, and vocational training for demobilized soldiers.

đ) Complete basic policies:

- Policy on channeling and linking within the national education system

- Policy to encourage the operation of vocational training facilities.

- Policy for vocational instructors and teachers.

- Policy for vocational students.

- Policy for utilizing individuals with high vocational qualifications.

e) Increase the budget for vocational training and reform the mechanism for allocating, managing, and using the budget for vocational training.

g) Strengthen international cooperation in vocational training.

6. Budget of the Plan:

a) Sources of investment funds:

- Funds from the state budget (including both the central and local budgets).

- Contributions from trainees.

- Aid and credit funds.

- Other sources of capital.

b) Annual funding to implement the Plan will be detailed and allocated to each activity of the Plan.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentAssign the following agencies to manage and implement the Vocational Training Plan for the period 1999-2000:

1. The Ministry of Labor, War Invalids and Social Affairs shall be responsible for managing and directing the General Department of Vocational Training to take the lead, coordinate with relevant ministries, sectors, and localities to organize the implementation of the Plan, compile, and evaluate the results annually and report to the Prime Minister.

2. The Ministry of Planning and Investment shall be responsible for arranging the annual state budget to implement the Vocational Training Plan based on coordination with the Ministry of Labor, War Invalids and Social Affairs according to current regulations on planning.

3. The Ministry of Finance shall ensure sufficient and timely state budget for implementing the Vocational Training Plan in accordance with the State Budget Law; allocate the budget to relevant sectors and localities and guide financial authorities to distribute funds according to the planned indicators to each vocational training facility after obtaining the agreement of the Ministry of Labor, War Invalids and Social Affairs.

4. The Ministry of Education and Training shall be responsible for leading and coordinating with the Ministry of Labor, War Invalids and Social Affairs and relevant ministries and sectors to build and submit to the Government for decision-making on policies for channeling students from junior secondary schools to general secondary schools, specialized secondary schools, and vocational schools; and from general secondary schools to vocational schools, specialized secondary schools, and colleges and universities.

5. Ministers, Heads of ministerial-level agencies, and provincial People's Committees directly under the Central Government shall be responsible for organizing the construction and implementation of the Vocational Training Plan for the period 1999-2000 in their respective sectors and localities; regularly report to the Prime Minister (through the Ministry of Labor, War Invalids and Social Affairs) on the implementation of the Vocational Training Plan for the period 1999-2000.

6. The Ministry of Culture, Sports and Tourism, Vietnam Radio, and Vietnam Television shall organize information dissemination, propaganda, and education about the role and position of skilled workers and vocational training in the country's socio-economic development.

7. The Ministry of Labor, War Invalids and Social Affairs shall work with mass organizations on their participation in implementing the Vocational Training Plan for the period 1999-2000 within their respective areas of operation.

Article 3. This Decision shall take effect fifteen days from the date of signature.

Article 4. Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government shall be responsible for enforcing this Decision.
