CIRCULAR
ISSUING REGULATIONS ON THE MINIMUM QUANTITY OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCE THAT STUDENTS MUST ACHIEVE UPON GRADUATION FROM VOCATIONAL COLLEGE AND HIGHER VOCATIONAL SCHOOL LEVELS IN MINING ENGINEERING AND OTHER TECHNICAL FIELDS

industries and professions within the field of mining engineering and other related engineering disciplines
Pursuant to the Law on Vocational Education dated November 27, 2014;
Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
Pursuant to Decision No. 1982/QD-TTg dated October 18, 2016 of the Prime Minister approving the National Qualifications Framework of Vietnam;
BASED ON Circular No. 12/2017/TT-BLDTBXH dated April 20, 2017 of the Minister of Labor, Invalids and Social Affairs stipulating the minimum quantity of knowledge and requirements for competence that students must achieve upon graduation from vocational college and higher vocational school levels;
At the proposal of the Director General of the Vocational Education Department,
The Minister of Labor, Invalids and Social Affairs hereby issues this Circular on the minimum quantity of knowledge and requirements for competence that students must achieve upon graduation from vocational college and higher vocational school levels in mining engineering and other technical fields.
Article 1. ANNEXED TO THIS Circular are the Regulations on the minimum quantity of knowledge and requirements for competence that students must achieve upon graduation from vocational college and higher vocational school levels for mining engineering and other technical fields to be applied at vocational colleges, higher vocational schools, and universities offering higher vocational school programs (hereinafter referred to as "schools"), including:
1. Field, profession: Underground Mining Engineering;
2. Field, profession: Underground Mining Mechanical and Electrical Engineering;
3. Field, profession: Mine Construction Engineering;
4. Field, profession: Road Construction Machinery Operation;
5. Field, profession: Electric Pump Station Operation and Maintenance;
6. Field, profession: Oil and Gas Processing Equipment Operation;
7. Field, profession: Crane and Hoist Operation;
8. Field, profession: Foundation Construction Machinery Operation;
9. Field, profession: Railway Locomotive Driving;
10. Field, profession: Railway Train Operation Control.
Article 2. DELEGATING THE GENERAL DIRECTOR OF THE GENERAL VOCATIONAL EDUCATION AGENCY TO ISSUE DETAILED REGULATIONS ON THE MINIMUM QUANTITY OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCE THAT STUDENTS MUST ACHIEVE UPON GRADUATION FROM VOCATIONAL COLLEGE AND HIGHER VOCATIONAL SCHOOL LEVELS FOR EACH JOB POSITION ACCORDING TO EACH TRAINING FIELD AND PROFESSION AS STATED IN Article 1 OF THIS CIRCULAR FOR SCHOOLS TO USE AS A BASIS FOR ORGANIZING THE DEVELOPMENT, REVIEW, AND APPROVAL OF TRAINING PROGRAMS AND TEXTBOOKS APPLICABLE TO THEIR OWN INSTITUTIONS.
Article 3. THIS CIRCULAR SHALL TAKE EFFECT FROM FEBRUARY 10, 2015.
Ministries, ministerial-level agencies, agencies under the Government, political and social organizations, provincial people's committees, and city people's committees directly under the central government with affiliated schools; schools registered to operate vocational education and training programs at the vocational college and higher vocational school levels for the fields and professions specified in Article 1 of this Circular, and other relevant organizations and individuals shall be responsible for implementing this Circular./.
