Amending and supplementing certain articles of the Provision on transferring schools and admitting students to study at secondary schools and high schools issued together with Decision

Pursuant to the Government's Decree No. 127/2018/NĐ-CP dated September 21, 2018, stipulating the responsibilities for state management of education; The Minister of Education and Training promulgates this Circular amending and supplementing certain articles of the Provision on transferring schools and admitting students to study at secondary schools and high schools issued together with Decision June 25 the 12 year 2002

of the Minister of Education and Training 

Pursuant to the Education Law dated June 14, 2019;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

of the Minister of Education and Training dated December 5, 2002. Article 1. Amending and supplementing certain articles of the Provision on transferring schools and admitting students to study at secondary schools and high schools issued together with Decision No. 51/2002/QĐ-BGDĐT dated December 25, 2002 of the Minister of Education and Training

The Minister of Education and Training issues this Circular to promulgate the Admissions Regulations for Secondary Schools and High Schools.

"1. Secondary SchoolStudents must have a school record book or a certificate confirming their academic results from previous classes, along with confirmation from the school regarding their promotion to the next class." "1. Vietnamese students returning from abroad to study in Vietnam may be granted an additional three years beyond the age requirement for each level of education." The Minister of Education and Training promulgates this Circular amending and supplementing certain articles of the Provision on transferring schools and admitting students to study at secondary schools and high schools issued together with Decision June 2"a) A school record book or a certificate from the school confirming the academic results of previous classes (translated into Vietnamese and certified)." 4. Amending and supplementing Clause 2 of Article 14 as follows:

"2. Age requirements

1. Amending and supplementing Clause 1, Article 8 as follows:

Foreign students applying to study in Vietnam may be granted an additional three years beyond the age requirement for each level of education."

5. Amending and supplementing Clause 4 of Article 15 as follows:

2. Amend and supplement Clause 1 of Article 9 as follows:

"4. A school record book or a certificate from the school confirming the academic results of previous classes (translated into Vietnamese and certified)."

3. Amend and supplement Point a of Clause 2 of Article 10 as follows:

Article 2. Abolishing certain points and replacing certain phrases in certain articles of the Provision on transferring schools and admitting students to study at secondary schools and high schools issued together with Decision No. 51/2002/QĐ-BGDĐT dated December 25, 2002 of the Minister of Education and Training

1. Abolishing Point c, Point d, Point g, Point h, and Point i of Clause 1 of Article 5; Point đ of Clause 2 of Article 10.

2. Replacing the phrase "outside public" with the phrase "private".

This Circular takes effect from February 15, 2022.

The Director of the Office, Heads of the Secondary Education Department, Heads of relevant units under the Ministry of Education and Training, Directors of Departments of Education and Training, Heads of District Education and Training Offices, Principals of secondary schools, high schools, general education schools with multiple levels, educational institutions implementing the General Education Program, and related organizations and individuals are responsible for implementing this Circular./.

"4. The student record book or a confirmation letter from the school regarding the academic results of previous classes (a certified Vietnamese translation)."

Article 2. Repeal certain points and replace certain phrases in some articles of the Regulations on School Transfer and Admission to Secondary Schools and High Schools issued together with Decision No. 51/2002/QĐ-BGDĐT dated December 25, 2002 of the Minister of Education and Training.

1. Repeal Point c, Point d, Point g, Point h, and Point i Clause 1 Article 5; Point đ Clause 2 Article 10.

2. Replace the phrase "outside the public sector" with the phrase "private".

Article 3. Effectiveness

This Circular takes effect from February 15, 2022.

Article 4. Responsibilities for Implementation

The Director of the Office, the Head of the Secondary Education Department, the Heads of relevant units under the Ministry of Education and Training, the Directors of Departments of Education and Training, the Heads of Educational Training Divisions, the Principals of secondary schools, high schools, general education schools with multiple levels, educational institutions implementing the General Education Program, and related organizations and individuals are responsible for implementing this Circular./.
