Guidelines for the allocation and management of funds for the 1994 rural and agricultural census

||| In order to effectively manage and utilize the funds from the State Budget allocated for the 1994 Rural and Agricultural Census according to Decision No. 568/TTg dated November 19, 1993 of the Prime Minister for their intended purpose, and to align with the implementation of financial management activities throughout the entire Statistics sector from central to local levels as stipulated in Point 8, Article II of Government Decree No. 23/CP dated March 23, 1994 on the functions, tasks, authorities, and organizational structure of the General Statistics Office; the Ministry of Finance and the General Statistics Office hereby provide guidelines for the allocation and management of funds as follows:

I. GENERAL PRINCIPLES

1\. Based on the State Budget plan for 1994 which has been allocated for the rural and agricultural census, the Ministry of Finance will allocate this fund to the General Statistics Office according to the approved budget estimate and the progress of work implementation, enabling the General Statistics Office to directly allocate funds to the Provincial and Municipal Statistics Offices according to the volume of work assigned and the time frame for conducting the survey at each locality.

2\. The funds allocated for the rural and agricultural census must be disbursed to local statistical agencies in accordance with the provisions of this Circular and the agreed budget allocation plan between the General Statistics Office and the Ministry of Finance.

3\. Upon completion of the survey, local statistical agencies must prepare a final account report on the use of funds and submit it to the General Statistics Office in accordance with current regulations; the General Statistics Office is responsible for reviewing, approving, and consolidating the final accounts to be submitted to the Ministry of Finance in accordance with Circular No. 14-TC/HCVX dated February 28, 1994 of the Ministry of Finance.

II. SPECIFIC PROVISIONS

The expenditure items for the rural and agricultural census are specified as follows:

1\. Funds for the steering committees at all levels:

a\. For the central steering committee, the following expenses may be incurred:

- Expenses for compiling statistical materials and forms.

- Expenses for professional seminars and consultations with experts from various sectors.

- Expenses for pilot surveys in four provinces (two northern provinces, two southern provinces).

- Expenses for printing initial materials (forms, insignia, slogans, guidance boards, fieldwork manuals, packaging, and preservation of survey materials, etc.).

- Expenses for transporting and shipping materials from the central level to provinces nationwide.

- Expenses for fuel, vehicles, and travel allowances for the central steering committee.

- Expenses for training sessions for 53 provinces and cities.

- Expenses for data compilation and survey situation analysis using the following methods:

+ Rapid compilation

+ Comprehensive compilation

- Expenses for printing compiled data and materials.

- Expenses for summarizing and announcing the results of the census.

b\. Local steering committees may incur the following expenses:

- Expenses for professional training for surveyors.

- Expenses for transporting survey materials from the province to the district and survey points.

- Expenses for renting transportation means for district steering committees and supervisors.

- Expenses for rapid compilation at the district and commune levels.

- Expenses for summarizing the survey at the provincial and municipal levels.

2\. Funds for surveyors:

- Expenses for office supplies: paper and pens for surveyors.

- Expenses for providing flashlights to surveyors in mountainous and remote areas without electricity (if necessary).

- Expenses for hiring interpreters and guides in ethnic minority districts and communes (if necessary).

- Expenses for surveyor wages.

3\. Allocation, management, and utilization of funds:

- Based on the expenditure items for the rural and agricultural census as stipulated in Points 1b and 2 of Part II above, and based on the number of units to be surveyed in each centrally-administered province such as rural households, communes, wards, towns, etc., the General Statistics Office will allocate a lump sum of funds for all stages from preparation to completion of the survey and handover of materials, with the cost per unit of survey as follows (the amounts below are the maximum for each unit of survey):

+ Rural household survey2,300 VND/household

+ State-owned agricultural, forestry, fishery enterprises, communes, wards, towns10,000 VND/unit

+ Mountainous commune3,000 VND/household

+ Island, highland, deep interior area3,500 VND/household

- Based on the funds allocated periodically by the Ministry of Finance, the General Statistics Office will temporarily allocate funds according to the corresponding percentage based on the Ministry of Finance's allocation compared to the aforementioned lump sum and the number of units to be surveyed in each locality, without leaving funds idle at the General Statistics Office. After the acceptance of survey materials and data, if they meet the requirements in terms of quantity and quality, the General Statistics Office will allocate the remaining funds according to the lump sum for each locality.

4\. Inspection, preparation, and submission of final accounts:

The General Statistics Office is responsible for organizing inspections and supervising the use of funds for the survey and accepting the results of the rural and agricultural census in each locality, in collaboration with the Ministry of Finance.

When the survey work is completed, no later than one month, the steering committees of each locality must submit a comprehensive final account report on the funds spent for the survey (accompanied by explanations and descriptions of each expenditure item as stipulated in this Circular) to the General Statistics Office.

The General Statistics Office is responsible for reviewing, approving, and consolidating the comprehensive final accounts for the rural and agricultural census to be submitted to the Ministry of Finance for inclusion in the annual state budget final accounts.

This Circular takes effect from the date of issuance. During its implementation, if there are difficulties or obstacles, localities are requested to promptly reflect them to the Joint Ministries for study and appropriate amendments./.
