Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated June 14, 2005;
Pursuant to Decision No. 47/2001/QD-TTg dated April 4, 2001 of the Government approving the planning of the university network for the period 2001-2010;
Considering the proposal of the Minister of Education and Training at Circular No. 1501/TTr-BGD&DT dated February 27, 2006 regarding the establishment of the Education Management Academy based on the Educational Administration Cadre School and Training Institute,

Article 1. Establish the Education Management Academy based on the Educational Administration Cadre School and Training Institute.
Article 2. The Education Management Academy is a higher education institution under the Ministry of Education and Training; it provides undergraduate and master's level education in educational management. The Academy has its own legal personality, seal, and separate bank account.
Article 3. The Education Management Academy operates according to the University Charter issued together with Decision No. 153/2003/QD-TTg dated July 30, 2003 of the Prime Minister.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 5. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
