THE MINISTER OF INDUSTRY

Pursuant to the Government Decree No. 74/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Industry;

Pursuant to Chapter I, Article 4 of the Decree No. 101 dated September 23, 1997 of the Government on the transmission of regulatory legal documents;

Pursuant to Circular No. 213/VPCP-TTTH dated January 19, 1998 of the Government Office on organizing a specialized unit to update the Government's wide-area computer network;

The Minister of Industry and Trade promulgates the Circular amending and supplementing certain provisions on the delegation of administrative procedures in fields under the management of the Ministry of Industry and Trade."

Article 1. The Director of the Ministry's Office shall organize a specialized unit to update the Government's wide-area computer network and other information on the computer network (referred to as the Information Specialized Unit).

Article 2. The Information Specialized Unit shall have the following tasks:

2.1. Transmitting information on the Government network, including:

- Full texts of regulatory legal documents according to Article 4 of Decree No. 101/1997/ND-CP dated September 23, 1997 (excluding confidential documents);

- Full texts of periodic reports (weekly, monthly, quarterly, semi-annual, annual), ad hoc reports, thematic reports (excluding confidential documents) with complete content in accordance with the guidance provided in Document No. 3404/ĐP dated July 8, 1997 of the Minister, Head of the Government Office.

2.2. Transmitting information with the Ministry's Representative Office in Ho Chi Minh City, including:

- Regulatory legal documents issued by the Ministry;

- Information needed for exchange between the Ministry's Office and the Representative Office.

Article 3. Procedure for transmitting and receiving information:

For the documents mentioned in Points 2.1 and 2.2, if they are printed by the printing department, when stamping, the responsible clerk shall record the transfer number and provide it to the printing department. The printing department will then record them onto a floppy disk and transfer them to the Documentation Room for uploading to the network.

If these documents are printed by another department of the Ministry, when submitting for stamping, the drafting department must provide the clerk with a floppy disk file (if not accompanied by a floppy disk file, no stamping will be done).

The time from issuance of the document to its posting on the network should not exceed two days. In urgent cases, immediate transmission may be carried out.

Floppy disks used for information exchange must be kept separately and carefully. Virus checks must be performed before handover and uploading to the network.

Article 4. This Decision takes effect from the date of signature.

Comrades: Director of the Ministry's Office, Inspector General of the Ministry, Heads of Departments and Directors of Bureaus under the Ministry are responsible for implementing this Decision./.
