BASED ON DECISION NO. 28/2004/QĐ-BTC DATED MARCH 23, 2004, ISSUED BY THE MINISTER OF FINANCE ON THE ISSUE OF GOVERNMENT BONDS, ROUND II IN 2004 TO INVEST IN SEVERAL IMPORTANT TRANSPORTATION AND WATER RESOURCES PROJECTS ACROSS THE COUNTRY;

Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 182/2003/QD-TTg dated September 5, 2003 of the Prime Minister on the issuance of Government bonds for investment in certain important transportation and irrigation projects of the country;
SUSPEND THE ISSUE OF GOVERNMENT BONDS TO RAISE FUNDS FOR TRANSPORTATION AND WATER RESOURCES PROJECTS, ROUND II IN 2004 IN VIETNAMESE DONG AND FOREIGN CURRENCY (USD) THROUGH STATE TREASURY UNITS (RETAIL) FROM 16:30 ON JUNE 15, 2004.
At the proposal of the Director General of the State Treasury,
DECISION:
Article 1. FOR ORGANIZATIONS AND INDIVIDUALS WHO HAVE SUBMITTED FUNDS TO PURCHASE GOVERNMENT BONDS BEFORE 16:30 ON JUNE 15, 2004 BUT HAVE NOT YET RECEIVED THE BOND CERTIFICATES, THE PROVINCE OR CITY STATE TREASURY SHALL CONTINUE TO ISSUE THE COMPLETE BOND CERTIFICATES TO THE PURCHASERS IN ACCORDANCE WITH THE SCHEDULED TIMES.
THE DIRECTOR OF THE STATE TREASURY SHALL GUIDE THE STATE TREASURY UNITS TO REPORT THE RESULTS OF THE ISSUE OF GOVERNMENT BONDS, ROUND II IN 2004 IN THEIR RESPECTIVE AREAS AND TO SUMMARIZE THE NATIONAL RESULTS BEFORE JUNE 30, 2004 FOR SUBMISSION TO THE MINISTRY OF FINANCE TO REPORT TO THE PRIME MINISTER.
Article 2. THIS DECISION TAKES EFFECT FROM THE DATE OF SIGNATURE. THE DIRECTOR OF THE STATE TREASURY, HEADS OF RELATED UNITS UNDER THE MINISTRY OF FINANCE, DIRECTORS OF DEPARTMENT OF FINANCE, AND DIRECTORS OF STATE TREASURY UNITS IN PROVINCES AND CENTRALLY-GOVERNED CITIES ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
Article 3. This Decision takes effect from the date of signature. The Director General of the State Treasury, Heads of relevant units under the Ministry of Finance, Directors of Provincial Departments of Finance, and Directors of State Treasuries in provinces and centrally governed cities shall be responsible for implementing this Decision./.
