Pursuant to Decree No. 30/2004/ND-CP dated January 16, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
Pursuant to Decree No. 139/2006/ND-CP dated November 20, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law and the Labor Code on vocational training;
Pursuant to Decision No. 05/2006/QD-BLDTBXH dated July 10, 2006 of the Minister of Labor, Invalids and Social Affairs promulgating "Regulations on Procedures for Establishing and Registering Activities of Vocational Training for Vocational Colleges and Vocational Secondary Schools" and Decision No. 06/2006/QD-BLDTBXH dated August 2, 2006 amending and supplementing certain articles of Decision No. 05/2006/QD-BLDTBXH;
Pursuant to Decision No. 07/QD-BLDTBXH dated October 2, 2006 of the Minister of Labor, Invalids and Social Affairs approving "Master Plan for Developing the Network of Vocational Colleges, Vocational Secondary Schools, and Training Centers until 2010 and Orientation until 2020";
At the proposal of the Deputy Chief of General Staff.
DECISION:
Article 1. Establish Vocational College No. 20 - Ministry of National Defense under the Military Command of Nam Dinh Province/QK3 based on upgrading the Employment Service Center/Military Command of Nam Dinh Province.
Main office: No. 126C Tran Dang Ninh Street, Nam Dinh City.
Article 2. Vocational College No. 20 - Ministry of National Defense shall have the following tasks:
- Providing vocational training at two levels: secondary vocational level and primary vocational level according to regulations for demobilized soldiers and social demand for vocational training;
- Enhancing the technical skills of workers according to the requirements of production, business, service organizations and workers;
- Researching and applying technology to improve the quality and efficiency of training; organizing production, business, and services in accordance with the law.
Article 3. Vocational College No. 20/MND is a public institution with legal personality, its own seal and separate account; operates in accordance with the Charter of Vocational Colleges and the laws on vocational training; is responsible for registering vocational training activities in accordance with current regulations.
Article 4. Vocational College No. 20/MND:
Is allocated seven key positions to command, manage, and operate the college's activities and receives defense budget (in accordance with Decision No. 672/QD-TM dated June 28, 2006 of the Deputy Chief of General Staff).
The remaining positions are filled through labor contracts and other forms in accordance with the law, self-funding salaries and benefits according to current regulations; not included in the unit's manpower planning.
Organize staffing and report to the direct management agency for approval by the General Staff.
Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette. The Deputy Chief of General Staff, Heads of General Departments, Commanders of Military Region 3, Commanders of the Military Command of Nam Dinh Province, Commanders of units, related agencies, Principal of Vocational College No. 20/MND are responsible for implementing this Decision./.
