THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 42/2002/QĐ-TTg dated March 19, 2002 of the Government Chairman on managing and implementing National Target Programs;
Pursuant to Decision No. 277/2006/QĐ-TTg dated December 11, 2006 of the Government Chairman approving the National Target Program on clean water and environmental sanitation in rural areas for the period 2006-2010;
Considering the proposal of the Director of the Irrigation Department,
DECISION:
Article 1. This Decision hereby issues the Monitoring and Evaluation Index for clean water and environmental sanitation in rural areas, consisting of two groups of indices:
1. Sector-level indices.
2. Program-level indices.
Article 2. People's Committees of provinces and centrally governed cities shall organize and direct the implementation of monitoring and evaluation work for clean water and environmental sanitation in rural areas; they shall report annually on the results of implementation to the Steering Board of the National Target Program on clean water and environmental sanitation in rural areas for the period 2006-2010, the Ministry of Agriculture and Rural Development for consolidation and reporting to the Government Chairman.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 4. People's Committees of provinces and centrally governed cities, Heads of the Office of Ministries, Directors of the Irrigation Department, Directors of the National Center for Clean Water and Environmental Sanitation in Rural Areas, Heads of relevant agencies and units are responsible for implementing this Decision./.
