Decree No. 51/2012/ND-CP amending and supplementing certain provisions of Decree No. 81/2010/ND-CP on civil aviation security, stipulates the civil aviation security control card and civil aviation security control permit for persons and means entering and exiting restricted areas at airports. This Decree takes effect from August 1, 2012.

DECREE
Amending and supplementing some articles of Decree No. 81/2010/NĐ-CP dated July 14
2010 of the Government on civil aviation security

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Civil Aviation Law of Vietnam dated June 29, 2006;
Considering the proposal of the Minister of Transport;
The Government promulgates the Decree amending and supplementing some articles of Decree No. 81/2010/NĐ-CP dated July 14, 2010 of the Government on civil aviation security,
Article 1. Amending and supplementing Clause 3 of Article 5 of Decree No. 81/2010/NĐ-CP dated July 14, 2010 of the Government stipulating civil aviation security as follows:
"3. Except for passengers boarding aircraft or emergency situations related to civil aviation security, persons and means entering and operating in restricted areas at airports must have a civil aviation security control card or a civil aviation security control permit issued by the Civil Aviation Authority of Vietnam, the relevant Airport Control Office, the airport operator:
a) The Civil Aviation Authority of Vietnam issues a civil aviation security control card valid for airports under the management of two or more regional Airport Control Offices;
b) The airport operator issues a civil aviation security control card and a civil aviation security control permit valid for airports under their management to staff and equipment under their management and use;
c) The relevant Airport Control Office issues a civil aviation security control card and a civil aviation security control permit valid for airports under their management to entities not covered by Point b of Clause 3 of this Article;
d) The Civil Aviation Authority of Vietnam coordinates with relevant agencies regarding the issuance and use of civil aviation security control cards for staff of other state management agencies at airports."
Article 2. Implementation
1. This Decree takes effect from August 1, 2012.
2. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial People's Committees directly under the Central Government, related enterprises, and individuals shall be responsible for implementing this Decree./.
