CIRCULAR

ISSUING REGULATIONS ON THE MINIMUM AMOUNT OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCIES THAT STUDENTS MUST ACHIEVE UPON GRADUATION FROM VOCATIONAL COLLEGE AND HIGHER VOCATIONAL SCHOOL LEVELS IN GROUPS OF PROFESSIONS IN THE FIELDS OF ARCHITECTURAL ENGINEERING TECHNOLOGY, CONSTRUCTION ENGINEERING, MECHANICAL ENGINEERING, ELECTRICAL ENGINEERING, ELECTRONICS, COMMUNICATIONS, AND CHEMISTRY
in technical fields
industries and trades in the field of production, processing, and construction

Pursuant to the Vocational Education Law dated November 27, 2014;

Pursuant to the Government Decree No. 14/2017/NĐ-CP dated February 17, 2017 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, War Invalids and Social Affairs;

Pursuant to the Prime Minister's Decision No. 1982/QD-TTg dated October 18, 2016 approving the National Qualification Framework of Vietnam;

Pursuant to Circular No. 12/2017/TT-BLDTBXH dated April 20, 2017 of the Minister of Labor, War Invalids and Social Affairs stipulating the minimum volume of knowledge and requirements for skills that learners must achieve upon graduation at the intermediate and higher vocational levels;

At the proposal of the Director General of the Vocational Education Department,

The Minister of Labor, War Invalids and Social Affairs issues this Circular stipulating the minimum volume of knowledge and requirements for skills that learners must achieve upon graduation at the intermediate and higher vocational levels for industries and trades in the field of production, processing, and construction.

Article 1. Along with this Circular, the following regulations on the minimum volume of knowledge and requirements for skills that learners must achieve upon graduation at the intermediate and higher vocational levels for industries and trades in the field of production, processing, and construction are hereby issued for application to intermediate vocational schools, higher vocational schools, and universities offering higher vocational training programs (hereinafter referred to as schools), including:

1. Industry and trade: Grain Processing;

2. Industry and trade: Tea Processing Technology;

3. Industry and trade: Vegetable and Fruit Processing;

4. Industry and trade: Rubber Latex Processing;

5. Industry and trade: Food Science and Technology;

6. Industry and trade: Food Processing;

7. Industry and trade: Fishery Product Processing and Preservation;

8. Industry and trade: Quality Inspection of Grains and Foods;

9. Industry and trade: Pulp and Paper Quality Inspection;

10. Industry and trade: Fashion Sewing;

11. Industry and trade: Construction Engineering Technology;

12. Industry and trade: Highway Bridge Construction;

13. Industry and trade: Highway Bridge Testing and Quality Control;

14. Industry and trade: Railway Transport Infrastructure Construction and Maintenance;

15. Industry and trade: Water Conservancy Project Construction and Completion.

Article 2. Delegating authority to the Director of the General Department of Vocational Education to issue detailed regulations on the minimum volume of knowledge and requirements for skills that learners must achieve upon graduation at the intermediate and higher vocational levels for each job position according to the industries and trades specified in Article 1 of this Circular for schools to use as a basis for organizing the development, review, and approval of training programs and textbooks applicable to their institutions.

Article 3. This Circular shall take effect from February 10, 2019.

Ministries, ministerial-level agencies, agencies under the Government, political-social organizations, provincial people's committees, city people's committees directly under the central government with affiliated schools; schools registered to operate vocational education at the intermediate and higher vocational levels for the industries and trades specified in Article 1 of this Circular, and other related organizations and individuals are responsible for implementing this Circular./.
