CIRCULAR
Issuing National Technical Regulations
on the limit of lead content in paint
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;
The Government issues this Decree amending and supplementing the list of narcotic substances and precursors promulgated together with Decree No. 57/2022/NĐ-CP dated August 25, 2022 of the Government stipulating the lists of narcotic substances and precursors.
BASED ON Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations;

Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
At the proposal of the Director of the Chemicals Administration;
THE MINISTER OF INDUSTRY AND TRADE issues this Circular promulgating the National Technical Regulation on the limit of lead content in paint.
Article 1. ANNEXED TO THIS Circular is the National Technical Regulation on the limit of lead content in paint.
Designation: QCVN 08 : 2020/BCT.
Article 2. This Circular takes effect from July 1, 2022.
Article 3. Implementation Organization
1. The Director of the Chemicals Administration shall be responsible for organizing guidance and implementation of this Circular.
2. The Director of the Ministry's Office; the Director of the Chemicals Department; the Directors of Industry and Trade Departments of provinces and centrally governed cities; the Heads of agencies, organizations, and individuals concerned shall be responsible for implementing this Circular.
3. In the course of implementation, if any difficulties arise, agencies, organizations, and individuals shall promptly report in writing to the Ministry of Industry and Trade for guidance or research for amendment and supplementation to ensure appropriateness./.
