Circular No. 51/2022/TT-BQP amends and supplements certain provisions of Circular No. 59/2021/TT-BQP dated June 11, 2021, issued by the Minister of National Defense, concerning and guiding the implementation of military recruitment to schools within the Military.

CIRCULAR

Amending and supplementing some articles of Circular No. 59/2021/TT-BQP

dated June 11, 2021 issued by the Minister of National Defense regarding and

guiding the implementation of the work of enrolling students into schools under the Military

Pursuant to the Law on Officers of the Vietnam People's Army dated December 21, 1999; the Law amending and supplementing some articles of the Law on Officers of the Vietnam People's Army dated June 3, 2008 and the Law amending and supplementing some articles of the Law on Officers of the Vietnam People's Army dated November 27, 2014;

Pursuant to the Higher Education Law dated June 18, 2012, and the Law amending and supplementing some articles of the Higher Education Law dated November 19, 2018;

Pursuant to the Law on Military Service dated June 19, 2015;

Pursuant to the Law on Professional Military Personnel, Workers, and Civil Servants of National Defense dated November 26, 2015;

Pursuant to the Education Law dated June 14, 2019;

Based on Decree No. 164/2017/NĐ-CP dated December 30, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Pursuant to Decree No. 141/2020/NĐ-CP dated December 8, 2020 of the Government stipulating the quota system for ethnic minority students;

At the proposal of the Chief of General Staff.

The Minister of National Defense issues this Circular amending and supplementing some articles of Circular No. 59/2021/TT-BQP dated June 11, 2021 issued by the Minister of National Defense stipulating and guiding the implementation of the work of enrolling students into schools under the Military.

Article 1. Amending and supplementing some articles of Circular No. 59/2021/TT-BQP dated June 11, 2021 issued by the Minister of National Defense stipulating and guiding the implementation of the work of enrolling students into schools under the Military

1. Amending and supplementing Point a Clause 3 Article 10 as follows:

"a) Enroll 10% of the quota for majors: Military doctors at the Military Medical Academy and majors in foreign languages and international relations at the Military Science Academy."

2. Amending and supplementing Point b Clause 2 Article 11 as follows:

"b) Military Academy of Land Forces 2: Enroll candidates with permanent residence registration from Quang Tri Province southward. Candidates applying for enrollment at Military Academy of Land Forces 2 must have permanent residence registration in southern provinces as prescribed in Clause 3 of this Article, and must have spent at least one year of grade 12 studying and taking the high school graduation exam in southern provinces."

3. Amending and supplementing Clause 1 of Article 14 as follows:

"1. Educational level: As of the time of examination, having graduated from high school (through regular education or continuing education)."

4. Amending and supplementing Point a Clause 3 Article 27 as follows:

"a) To be eligible for the first round of admission, candidates must register their application for military university education through the system (via the Ministry of Education and Training’s Admissions Portal or via the National Public Service Portal) according to the general plan and guidance of the Ministry of Education and Training; candidates must pay the registration fee for the admission process as prescribed by the admitting institution. In subsequent rounds after the first round, candidates must register for admission and pay the registration fee as prescribed by the admitting institution."

5. Amending and supplementing Point b Clause 3 Article 27 as follows:

"b) After receiving the results of the high school graduation exam, candidates may apply for admission to one of the Military schools in the group of schools they were preliminarily selected for, in accordance with the region and target groups as follows:

- Group 1: Consisting of academies: Logistics, Navy, Border Guard, Air Defense-Air Force (Command and Staff System) and officer schools: Land Forces 1, Land Forces 2, Political, Special Forces, Artillery, Armor, Chemical, Information, Engineering.

- Group 2: Consisting of academies: Military Technical, Military Medicine, Military Science, Air Defense-Air Force (Aerospace Engineer System)."

6. Amending and supplementing Item 4 Point b Clause 2 Article 29 as follows:

"- Military Science Academy:

+ Major in Technical Reconnaissance: Enroll 75% of the quota for candidates with permanent residence registration in the North, 25% of the quota for candidates with permanent residence registration in the South.

+ Majors in foreign languages and international relations: Implement a single standard for the same category of male or female candidates nationwide."

7. Amending and supplementing Clause 3 Article 30 as follows:

"3. Candidates confirm their admission to the school they have been admitted to within the prescribed time limit through an online system. Once a candidate confirms their admission, they cannot participate in the admission process at other training institutions or additional admission rounds, except with permission from the training institution."

8. Amending and supplementing Article 38 as follows:

"Article 38. Schools for Admission and Training

1. Military Aviation Academy.

2. Military Chemical Academy.

3. Military Special Forces Academy.

4. Military Technical Academy (Vin-Hem Pich).

5. Military University of Culture and Arts.

6. Military College of Industry.

7. Military College of Technology 1.

8. Military College of Logistics 1.

9. Military College of Logistics 2.

10. Military College of Naval Technology.

11. Military College of Reconnaissance.

12. Military College of Information Technology.

13. Military College of Air Defense-Air Force Technology.

14. Military College of Cryptography Technology.

15. Military Border Guard College.

16. Military Border Guard Secondary School 24.

17. Military Engineering Secondary School of Technology.

18. Military Armored Vehicle Engineering Secondary School.

19. Military Central Region Engineering Secondary School."

9. Amending and supplementing Point a Clause 1 Article 39 as follows:

"a) Non-commissioned officers and soldiers currently serving in active duty in accordance with the law on compulsory military service, with at least 12 months of active service (as of April of the year of admission); professional military personnel, defense workers, and civil servants serving in the Military for at least 12 months (as of September of the year of admission); submarine crew members are selected up to the number of non-commissioned officers and soldiers after new recruit training. The number of applications for admission is based on the quota allocated to each unit."

10. Amending and supplementing Clause 1 Article 40 as follows:

"1. Admission method: Conduct admission based on the high school academic record or equivalent.

Uniformly use the high school academic record plus bonus points as the admission criterion.

For majors in performing arts at the Military University of Culture and Arts, each year, based on the assigned quota, the school will develop an appropriate admission method for each target group, report to the Chairman of the Military Recruitment Board of the Ministry of National Defense for approval and implementation."

11. Amending and supplementing Clause 1 Article 74 as follows:

"1. Categories eligible for direct admission, preferential admission, and admission of excellent high school students into military higher education:

a) Categories eligible for direct admission and preferential admission according to the regulations of the Ministry of Education and Training

- Heroes of Labor, Heroes of the People's Armed Forces, National Outstanding Strivers who have completed secondary school.

- Candidates achieving high results in national or international examinations or contests organized by the Ministry of Education and Training, directly sent to participate, shall be admitted directly in the year they complete secondary school into appropriate majors corresponding to the subjects or topics for which they won awards; specifically in the following cases: Candidates winning first, second, or third prizes in national or international student excellence selection exams or national or international science and technology contests organized by the Ministry of Education and Training, directly sent to participate; the time of winning the prize does not exceed three years counted from the date of direct admission.

b) The subject matter for candidates for outstanding secondary school students

- Candidates who have completed secondary school, achieved excellent academic performance and good conduct in grade 10, grade 11, and the first semester of grade 12, and participated in the provincial or centrally-administered city-level secondary school student excellence exam and won first, second, or third prizes in one of the subjects according to the examination combination of the applied school or a three-subject combination according to the examination combination of the applied school. Candidates winning first, second, or third prizes in the provincial or centrally-administered city-level student excellence exam, if they have not yet completed secondary school, will be preserved until the end of the year they complete secondary school (only preserved until the year the candidate finishes grade 12 and passes the secondary school graduation exam, subsequent years are no longer valid for admission).

- Candidates who have completed secondary school in the year of registration for admission, achieved excellent academic performance and good conduct in grade 10, grade 11, and the first semester of grade 12, and obtained an IELTS score of 5.0 points or a TOEFL iBT score of 50 points or higher (certificate still valid at the time of admission).

- Candidates who have completed secondary school in the year of registration for admission, achieved excellent academic performance and good conduct in grade 10, grade 11, and the first semester of grade 12, and obtained a Russian language certificate level TRKI-2 or higher (certificate still valid at the time of admission), applying for admission to the Russian Language major at the Military Science Academy.

- Candidates who have completed secondary school in the year of registration for admission, achieved excellent academic performance and good conduct in grade 10, grade 11, and the first semester of grade 12, and obtained a Chinese language certificate level HSK-4 or higher (certificate still valid at the time of admission), applying for admission to the Chinese Language major at the Military Science Academy.

Candidates registering for admission, if their secondary school graduation exam results meet the quality assurance criteria as stipulated; the directors and principals of schools shall consider and report to the Military Recruitment Board of the Ministry of National Defense to decide on admission.

12. Amend and supplement Clause 2 of Article 74 as follows:

"2. Specifically, candidates belonging to ethnic minority groups with very small populations as currently defined by the Government, candidates from 20 poor border and island districts in the Southwest region, and candidates residing for three years or more, studying for three years and graduating from secondary school in poor districts (students studying in boarding schools for ethnic minorities are calculated based on their place of residence) as defined by the Government and the Prime Minister; those registering for direct admission to military schools shall be handled as follows:

a) Schools admitting candidates directly

- Schools allocated more than 100 enrollment quotas may admit up to 3% of the quota directly; schools allocated 100 or fewer enrollment quotas may admit up to 5% of the quota directly. Admitted candidates must complete supplementary knowledge training for one academic year before officially starting their studies; the supplementary knowledge program is determined by the principals of the schools.

- Specifically, the Military Technical Academy, Military Medical Academy, Military Science Academy, Air Defense-Air Force Academy (aviation engineering training system), and Air Force Officer Academy (military pilot training system) have not implemented direct admission for the subjects specified in this clause.

b) Organizing admissionsThe Military Recruitment Board of the Ministry of National Defense is responsible for guiding schools on procedures, application forms, admission standards, and organizing admissions."

13. Amend and supplement Clause 3 of Article 74 as follows:

"3. Priority admissions

a) Cases eligible for priority admissions (in the year of completing secondary school):

- Candidates specified in point a of Clause 1 of this Article but did not use their right to direct admission shall be given priority admissions into majors according to their preferences.

- Candidates winning encouragement prizes in national student excellence selection exams; candidates winning fourth prizes in national science and technology contests shall be given priority admissions into majors corresponding to the subjects or contest topics they won prizes in; the time of winning the prize does not exceed three years counted from the date of priority admission.

b) Schools publicly announce their enrollment quotas, scope of majors, and training programs for priority admissions in their recruitment plans.

c) Candidates registering for priority admissions, if their secondary school graduation exam results meet the quality assurance criteria as stipulated; the directors and principals of schools shall consider and report to the Military Recruitment Board of the Ministry of National Defense to decide on admission."

Article 2. Effective Date

This Circular takes effect from July 16, 2022.

Article 3. Responsibility for Implementation

Chief of General Staff; Directors and Principals of academies and schools under the Military; Heads of agencies and units; relevant organizations and individuals are responsible for implementing this Circular./.
